About the Role:

Cityblock’s Policy Team, working closely with New Bets, Growth, and other parts of the organization,  dynamically supports the Cityblock mission including New Business Development, Existing Partner Management, Policy Intelligence, Market Entry Strategy and Developing Business Cases for New Products. 

As a core member of the Policy Team, the Lead, policy will participate in assessing, influencing, and shaping the state and federal policy and regulatory environments to create policy and partner growth opportunities, and enable Cityblock to better serve our members. The Lead, Policy role will have wide exposure throughout the organization, contributing to Cityblock’s growth into existing and new markets and products, as well as broader thought leadership. The Lead, Policy will closely collaborate with and support other teams to analyze and develop plans to address policy issues affecting Cityblock’s current and potential future operations. Examples include working with the New Bets and Growth Teams to analyze policy considerations that arise in the course of assessing new markets, partnerships, and pilot opportunities, and developing strategies to improve the policy landscape, as appropriate. The Lead, policy will be accountable for contributing to and executing against Cityblock’s multi-year strategy to serve 10 million members in 10 years.

Success in this role will require excellent strategic and analytical skills, familiarity with state and federal Medicaid and Medicare policy and regulatory environments, familiarity with payer and risk-bearing provider needs, ability to develop strong internal working relationships with various parts of the organization, and supporting Cityblock relationships with prospective partners and other stakeholders.  The role will involve a variety of activities, including policy analysis, advocacy, and development of business cases for testing new models and pilots. Specific responsibilities include:

  • Evaluating the state and local Medicaid and Medicare policy requirements to help drive the overall Cityblock Growth strategy 
  • Develop and analyze market landscape to determine program viability  
  • Partner with the New Bets and Growth Teams to review and optimize policy in existing markets, and create optimal policy conditions in new markets aligned with Cityblock’s market-specific strategies and growth plans. 
  • Contributing to the internal assessment and interpretation of key policy announcements, new programs/initiatives and changes at the federal and state levels. Work with the Policy Team, Growth Team, Market-specific Teams, and others as appropriate to highlight implications of policy changes for current and future Cityblock operations, and identify advocacy opportunities. 
  • Working with the New Bets and Policy Teams on product explorations and experiments intended to advance our learning and drive progress against the Product Strategy, with an emphasis on the policy landscape. Capture innovations and memorialize learnings along the way, as a resource for Cityblock teams encountering similar scenarios. 
  • Disseminating market- and content-specific policy updates to relevant internal stakeholders throughout the organization. 
  • Developing internal assessments and interpretations of key policy announcements, new programs/initiatives and changes at both the federal and state levels. 
  • Managing and coordinating with external consultants, ensuring they are informed of organizational objectives and needs, and provide Cityblock with actionable content.  
  • Provide expert guidance to federal, state, and local agencies to shape national and state policy, including partnerships with external stakeholders on advocacy or policy change aligned with Cityblock mission 
  • Serving as a key stakeholder within Cityblock to develop a comprehensive roadmap to ensure Cityblock is supporting and shaping market-specific priorities and opportunities.
  • Document and internally disseminate key decisions, priorities, and developments across Cityblock.

Requirements for the Role:

  • Bachelor’s degree required; MBA/MHA/JD/other advanced degree preferred. 
  • 8-10+ years of experience in the healthcare industry or health related field, including experience in Medicare and Medicaid policy, health reform, innovation, managed care, and/or population health. 
  • Strong understanding of the national payer and risk-bearing provider landscape
  • Superb project/process management skills and demonstrated ability to be rigorous, energetic, agile, and flexible - critical skills for a high growth start-up.
  • Exceptional organizational, communication, and interpersonal skills.
  • Excellent presentation skills and the ability to manage and cultivate relationships with external stakeholders

How We Define Success:

  • As part of the Policy Team, identifying and analyzing policy changes, and shaping policy in existing and new markets, to align with Cityblock’s strategies and growth plans. 
  • Work with the Policy, New Bets, and Growth Teams to analyze and drive new product and growth opportunities.
  • Contribute to and lead other Cityblock efforts related to policy and external partnerships. 
  • Analyze and compile policy research to support development of strategies for new market entry.
  • Develop materials for internal and external meetings including policy research, market research, and synthesis of Cityblock operations and value-based care offerings. 
  • Promote and thrive within a metrics driven culture, with consistent targets and forecasting. 
  • Proactively seek opportunities to advance Cityblock’s policy positions and new product goals, developing strong, collaborative internal relationships with the Policy, New Bets, and Growth Teams, and other parts of the organization. 

Nice to Have, But Not Required:

  • The optimal candidate has experience with rigorous quantitative and qualitative market diligence and analysis, for example as demonstrated through management consulting or operational business development.
