Deliverables: What you have to achieve

By 2019, Oscar will have expanded its operations from six to nine states (and we intend to continue growing). In each one, we aim to meet or exceed all applicable requirements – but certain states merit particular focus, so we seek to engage staff with deep knowledge of local rules. The Senior Compliance Manager, NJ Operations will apply such knowledge – through auditing, monitoring, and education efforts – to ensure that all aspects of Oscar’s operations adhere to New Jersey’s laws, regulations, and policy guidance.

In your first six weeks, you will:

  • Familiarize yourself with Oscar’s departments and functions, identifying those individuals and processes that impact Oscar’s performance in the New Jersey market

  • Develop a work plan that maps New Jersey’s laws, regulations, and policy guidance onto these departments and processes, and identifies areas for immediate Compliance focus

By the end of month 3, you will:

  • Implement the work plan with respect to high-risk areas, verifying the integrity and accuracy of those Oscar outputs and processes subject to DOBI’s scrutiny

  • Establish a program of proactive audit activity designed to verify operational compliance with New Jersey requirements

  • Implement Corrective Action Plans where necessary

  • Partner with Oscar’s Regulatory Affairs team to ensure that all of Oscar’s communications with and reports to DOBI are accurate and responsive

Afterwards and on an ongoing basis, you will:

  • Applied earlier progress in high-risk areas to medium- and lower-risk functions and operations

  • Suggest and implement process changes to minimize compliance risks

  • Develop and deliver training programs on New Jersey compliance

  • Chart a path forward to personal growth as a Compliance professional in a dynamic, fast-paced organization

We are looking for someone with a deep knowledge of New Jersey requirements who will promote a culture of compliance and ethics across all of Oscar’s operations.

Must-have qualifications and expertise include:

  • Bachelor's degree

  • 3 years’ experience in a healthcare compliance setting in the New Jersey commercial market, or 3 years experience as an attorney on matters involving regulatory and compliance issues or internal investigations in New Jersey

  • You have experience directly interacting with officials at DOBI

  • You have experience with HIPAA, data privacy, or data security processes

  • You are willing to read, understand, and analyze complex laws and regulations

  • You are comfortable speaking in front of groups

  • You enjoy working in a collaborative environment and working cross-functionally with all business areas within the organization

  • You are personable, self-starting and organized
