The Role 

The Compliance & Government Contract Supervisor is a senior, full-time role responsible for ensuring Anthos|Home meets all legal, regulatory, and contractual obligations while also leading the organization’s government contract procurement strategy. This role combines two critical functions: (1) maintaining and strengthening the compliance infrastructure across government contracts, grant agreements, and program operations, and (2) monitoring and submitting responses to Requests for Proposals (RFPs), Requests for Qualifications (RFQs), and other government procurement prospects.  

The Supervisor will work collaboratively with program staff, finance, operations, development, and senior leadership to embed practical compliance protocols into daily operations and proactively pursue government funding that advances Anthos|Home’s mission.  

The ideal candidate is both detail-oriented and nimble—someone who brings compliance rigor but thrives in a fast-paced, startup environment. This professional excels at cross-team collaboration and translating complex legal and regulatory requirements into practical, actionable processes across program, finance, and leadership teams. Key Responsibilities RFP Monitoring, Composition & Submission  
  • Monitor and track government RFP, RFQ, and procurement opportunities from New York City, New York State, and federal sources relevant to Anthos|Home’s mission and strategy. Assess RFP eligibility requirements, evaluate strategic fit, and present recommendations to senior leadership. 
  • Lead the end-to-end RFP response process: coordinate timelines, manage internal contributors, draft narrative content, compile required documentation, and ensure timely submission  
  • Develop and maintain a library of reusable proposal content, organizational boilerplate, data summaries, and supporting materials to streamline future submissions  
  • Collaborate with the VP of Development, finance, and program teams to develop accurate budgets, staffing plans, and program designs for proposals  
  • Track submission outcomes, debrief on awarded and declined proposals, and continuously improve the procurement process  
  • Maintain registrations and good standing on all relevant procurement portals (e.g., PASSPort, Grants.gov, eLOCCS, SAM.gov)  
Government and Contract Compliance  
  • Review and manage all non-employment-related legal agreements, including government contracts, landlord agreements, consultant contracts, and developer agreements  
  • Track contract deliverables, reporting deadlines, and compliance milestones; maintain compliance calendars and tracking systems  
  • Identify and oversee compliance with all grant agreement and government contract obligations, including programmatic, fiscal, and reporting requirements  
  • Manage and ensure compliance with all lobbying reporting requirements. Manage and maintain government registrations and online systems (e.g., IRS filings, Charities Bureau)  
  • Monitor evolving regulatory requirements across city, state, and federal levels   
  • Coordinate with outside counsel as needed  
Program Compliance & Auditing  
  • Oversee non-fiscal program auditing responsibilities  
  • Develop and implement monitoring protocols to ensure program compliance, including review of aftercare case notes and documentation standards  
  • Review AI and technology use for legal and regulatory compliance  
  • Monitor emerging compliance and regulatory requirements related to technology  
  • Manage documentation and operations of the Incident Review Committee, including identifying compliance risks and recommending mitigation strategies  
  • Review organizational responses to all incidents and oversee appropriate follow-up  
Board Governance and Organizational Support  
  • Review board compliance requirements and ensure adherence to governance standards  
  • Manage the organization’s digital record keeping and online document library.  
  • Other duties as assigned  
Qualifications Required Qualifications 
  • Bachelor’s degree in public administration, nonprofit management, public policy, or a related field.  
  • 5+ years of experience in compliance, government contracts, grants management, or RFP/procurement processes, preferably in the nonprofit, government, or social services sectors  
  • Experience with NYC and New York State government agencies, particularly DHS, DSS/HRA, HPD, or DYCD  
  • Demonstrated experience writing and managing government RFP responses, grant proposals, or competitive procurement submissions  
  • Strong knowledge of nonprofit governance, government contracting, and regulatory compliance at the city, state, and/or federal levels  
  • Ability to interpret complex legal documents and translate requirements into actionable processes  
  • Exceptional written communication skills, with the ability to produce clear, compelling, and detail-oriented proposal narratives  
Preferred Qualifications 
  • Juris Doctor or master’s degree in a related field  
  • Certified Compliance & Ethics Professional (CCEP) or similar certification  
  • Knowledge of housing subsidy programs (e.g., CityFHEPS) and related regulations  
  • Experience with federal, state, and foundation grant regulations and reporting  
  • Lived experience related to housing instability is welcomed and valued
Required Skills & Attributes 
  • Strong interpersonal and collaboration skills, with the ability to work across departments and with external partners  
  • Excellent project management skills with the ability to manage multiple complex timelines simultaneously  
  • High attention to detail and accuracy 
  • Familiarity with Salesforce or comparable CRM/database systems  
  • Experience navigating NYC procurement processes, including PASSPort and HHS Accelerator/Procure-to-Pay  
  • Experience with compliance tracking systems and procurement portals  
  • Passion for Anthos|Home’s mission and ability to work in a diverse, mission-driven environment  
Compensation & Benefits 
  • Competitive pay: $90,000 - $95,000 
  • Hybrid work environment (2–5 days in office/field per week) 
  • This role requires flexibility to work evenings and weekends as needed.
