The Demand Response Section Manager will lead the strategy, operations, regulatory, technology, stakeholder engagement, and people management functions needed to deliver Con Edisons suite of demand response programs. The Section Manager will oversee program performance, operational readiness, regulatory strategy and reporting, NYISO and Public Service Commission engagement, Direct Load Control and distributed energy resource initiatives, and the Demand Response Management System digital platform capabilities required to support reliable program execution and future growth.

ResponsibilitiesCore Responsibilities
  • Lead the Demand Response section responsible for the strategy, operations, regulatory, technology, and stakeholder engagement activities required to deliver Con Edisons portfolio of demand response programs, including Commercial System Relief Program, Distribution Load Relief Program, Term-DLM, Auto-DLM, Bring Your Own Thermostat, and Bring Your Own Battery.
  • Direct and develop managers and teams responsible for program strategy, operational readiness, enrollment, dispatch, performance analysis, settlements, reporting, customer and aggregator engagement, NYISO coordination, and general program administration.
  • Work closely with the Distribution Planning Department and Customer Energy Solutions leadership teams to align demand response program objectives with grid needs, customer experience priorities, Company business priorities, and New York State policy goals.
  • Lead short- and long-term demand response strategy, including program design, growth strategies, performance improvement, customer value, and opportunities to maximize the reliability, clean energy, and customer benefits of dispatchable distributed energy resources.
  • Oversee demand response operational readiness and event execution during the performance period, including processes, procedures, training, internal coordination, external participant support, and real-time decision-making under operational constraints.
  • Sponsor and oversee delivery of Demand Response Management System functionality, including requirements, specifications, vendor oversight, systems integration, testing, data quality, project scope, budget, and continuous improvement of tools that support program operations.
  • Lead regulatory strategy, petitions, filings, compliance requirements, and program reporting for demand response programs, and represent the Companys position with the New York State Public Service Commission, Department of Public Service Staff, NYISO, and other external stakeholders.
  • Monitor, analyze, and report on program performance, budgets, settlement results, customer participation, operational outcomes, and policy developments to internal and external stakeholders, including senior management.
  • Lead cross-functional teams and third-party vendors, consultants, aggregators, and technology providers to deliver program, process, technology, marketing, training, and customer experience improvements.
  • Maintain awareness of State, Federal, and Independent System Operator rules, market designs, clean energy policies, and distributed energy resource trends that may affect Con Edisons demand response programs and future program strategy.
  • Become recognized as a senior leader and champion for demand response inside and outside the Company, building alignment with internal departments, customers, aggregators, regulators, market operators, and industry stakeholders whose collaboration is necessary to advance Company leadership in this space.
  • Provide strategic problem solving, management oversight, and executive-level communication to support department priorities, program delivery, and cross-functional clean energy initiatives as they arise.
  • Perform other related tasks and assignments as required.
Qualifications

Required Education/Experience

  • Master's Degree and 6 years full-time work experience, including 3 years of relevant work experience in demand response, clean energy, utilities, distributed energy resources, grid modernization, program management, operations, strategy, regulatory affairs, technology implementation, or other relevant industry or
  • Bachelor's Degree and 8 years full-time work experience, including 3 years of relevant work experience in demand response, clean energy, utilities, distributed energy resources, grid modernization, program management, operations, strategy, regulatory affairs, technology implementation, or other relevant industry.

Relevant Work Experience

  • Demonstrated experience leading creative solutions to strategic, operational, technology, regulatory, or customer experience challenges in dynamic utility or clean energy environments, requiered.
  • Demonstrated leadership of diverse, cross-functional teams, including direct reports, vendors, consultants, technology providers, customers, or external stakeholders, with demonstrated ability to build consensus and drive business results across teams, required.
  • Ability to work effectively with ambiguity and comfortable leading in a dynamic environment, required.
  • Demonstrated ability to analyze and synthesize technical, operational, financial, customer, or policy data and information into business insights and effectively communicate the information in oral and written deliverables, required.
  • Experience with financial analysis, budget management, project spend tracking, settlements, or utility program cost-effectiveness analysis, required.
  • Strong communications, presentation, writing and analytical skills, required.
  • Demonstrated organizational skills, and the ability to see the big picture and at the same time pay close attention to details, required.
  • Experience or knowledge of New York State clean energy policy, Public Service Commission and Department of Public Service processes, NYISO markets and rules, and stakeholders affecting demand response programs, preferred.
  • Familiarity with utility financials, program budgets, regulatory cost recovery, customer program economics, and market-based distributed energy resource value streams, preferred.
