The Role

Outtake is looking for a founding Capture Strategy Lead to build and own our federal and state government go-to-market motion from the ground up. We’ve laid the earliest foundations, and need a builder to turn those threads into a repeatable strategy and long-term growth engine.

You’ll be the architect and operator of our public sector capture function — shaping strategy, writing proposals, managing pipeline, forging partnerships, and creating the processes that let us scale. You’ll work directly with the founders to position Outtake in the federal market, win early programs, and establish us as a trusted technology partner.

What You’ll Do

  • Own Outtake’s government capture strategy end-to-end — from pipeline building to pursuit qualification to proposal delivery.

  • Serve as lead author and editor for proposals, white papers, and RFIs — translating technical concepts into clear, compelling narratives.

  • Build repeatable capture processes: qualification frameworks, gate reviews, teaming strategies, proposal templates, compliance checks.

  • Partner with founding team, product, and engineering to shape technical solutions into differentiated win themes for customers.

  • Lead teaming and partnership development with primes, subs, and small business partners.

  • Drive SBIR/STTR opportunities forward while expanding into agency and state-level contracting pathways.

  • Be Outtake’s first “deal quarterback” in the public sector — running orals, customer shaping, and post-award transitions.

  • Lay the groundwork for a future capture and proposals function — including tools, playbooks, and team design.

What We’re Looking For

  • 6+ years of federal capture, proposals, or government business development experience.

  • Strong writing skills with a track record of producing winning proposals (SBIR, OTA, RFP/RFI responses, or similar).

  • Comfortable wearing many hats — from writing to strategy to process-building.

  • Understanding of federal acquisition (FAR/DFARS, SBIR, OTA) and state/local procurement processes.

  • Ability to build and manage pipelines in tools like Salesforce or GovWin.

  • Strategic thinker with the ability to execute fast in a resource-constrained, early-stage environment.

  • Collaborative and decisive — able to work cross-functionally with founders, engineers, and future partners.

  • Mission-driven, entrepreneurial mindset, excited to be the first capture hire in a company shaping a new category.

Bonus Points If You’ve

  • Built capture functions at an early-stage company (zero-to-one playbooks).

  • Experience in AI, data platforms, or cybersecurity solutions for government.

  • Existing relationships across DoD, IC, Civilian, or State/Local agencies.

  • Have (or are eligible for) a U.S. security clearance.
