Program Management is the engine that drives projects and programs forward at Code and Theory. As the cornerstone of our teams, PMs are the glue that binds cross-functional talents, orchestrating every project’s successful delivery. They plan, manage, lead, price, challenge, and innovate to ensure flawless execution while balancing client success with agency business outcomes.

We’re looking for a senior operational leader to oversee Project & Program Management while leading a large-scale workflow transformation that enables teams to deliver exceptional work at scale.

ABOUT THE ROLE
This role combines executive-level Project & Program Management leadership with ownership of a major workflow implementation initiative. You will oversee an assigned PM group, ensuring delivery excellence, team health, and financial rigor, while also designing, implementing, and scaling workflows that improve how work moves across teams, disciplines, and clients.

You’ll operate as a senior operational voice within the agency—partnering closely with Finance, Resource Management, discipline leaders, and client teams to drive clarity, efficiency, and sustainable growth.

WHAT YOU’LL DO

  • Lead workflow strategy and operational design at scale, owning operating models, delivery frameworks, and standards that improve how work flows from intake through completion across teams and disciplines
  • Oversee an assigned Project & Program Management group, maintaining accountability for delivery excellence, portfolio health, risk management, and team sustainability
  • Drive adoption and continuous improvement of workflows, partnering with discipline, client, and operations leaders to refine processes, tools, and ways of working as the organization scales
  • Provide senior oversight of estimation, scope, and financial management, ensuring forecasting accuracy, budget integrity, and delivery plans align with workflow realities and business goals
  • Serve as a senior escalation and change leader, diagnosing systemic issues, guiding mitigation strategies, and leading operational change in response to complexity, growth, or client needs
  • Guide staffing, capacity planning, and resource strategy, partnering with Resource Management, Recruiting, and Finance to align skills, roles, and investments with demand
  • Develop and enable PM leadership and teams, mentoring managers, leading training initiatives, and ensuring performance and growth plans support scalable operations
  • Champion a culture of accountability, collaboration, and learning, strengthening morale while driving adoption of new workflows and operational practices
  • Support agency leadership and new business, ensuring proposed workflows, staffing models, scopes, and budgets are realistic, scalable, and aligned to strategy

WHAT YOU’LL NEED

  • 15+ years of experience leading Project and Program Management, Operations, or Delivery in a scaled agency, consultancy, or product organization
  • Proven experience designing and implementing workflows and operating models across multiple teams or disciplines
  • Strong systems thinking with the ability to connect tools, process, people, and outcomes
  • Deep expertise in estimation, financial management, and delivery governance
  • Demonstrated success leading organizational change and driving adoption at scale
  • Excellent communication, with strong client-facing and cross-functional leadership skills

The target range of base compensation for this role is $215,000 - $230,000. Actual compensation is influenced by a wide array of factors including but not limited to skill set, level of experience, and location.
