Enterprise Risk Management (ERM) within Independent Risk Management is responsible for overseeing the implementation of Citi’s Enterprise Risk Management Framework and for specific enterprise-level risk management programs and processes that span the organization, the lines of defense and various risk categories. These include risk identification, enterprise risk analytics, risk appetite & limits, new activity risk management, risk frameworks & policy, strategic risk, digital assets risk and climate risk. The group is headed by the Head of ERM who reports directly to the Citigroup Chief Risk Officer (CRO).

Job Description

The Head of AI and Digital Assets Risk Management will serve as a strategic risk leader within the second line of defense, responsible for developing and overseeing the implementation of the bank’s AI and Digital Assets (DA) risk governance framework. The role requires a deep understanding of AI technologies, regulatory expectations, model governance, and enterprise risk principles to ensure safe, ethical, and compliant adoption of AI across the organization.

Responsibilities:  

 1.    Lead the design and execution of the AI/DA risk management program and build a new team, balancing innovation and commercial viability within the bank's enterprise risk framework.
2.    Serve as the primary 2LOD contact and risk oversight lead for AI/DA initiatives.
3.    Report on AI risk posture to senior leadership / board.
4.    Develop, maintain, and continuously improve the AI/DA Risk Management Framework, including policies, standards, procedures, and controls, ensuring alignment with current regulatory expectations.
5.    Evaluate and challenge AI/DA use cases, models, and emerging technologies from a risk and compliance perspective.
6.    Support risk assessments, audits, and regulatory exams as the AI/DA risk SME.
7.    Partner with key stakeholders (Technology, Data Science, Legal, Compliance, Audit) to align AI/DA risk management with enterprise objectives.
8.    Embed a strong AI/DA risk culture, promoting accountability and effective risk management at all levels.
9.    Oversee all people management functions for the team.
Qualifications:    

Experience:

  • 15+ years in a large financial institution, regulatory body, or related field.

  • 7-12+ years in risk management, audit, model governance, or AI/DA development within financial service

Skills and Knowledge:

  • Proven leadership skills in a diverse, multinational organization, demonstrating cultural awareness and emotional intelligence.

  • Strong strategic and tactical skills with a track record of influencing change and delivering results.

  • Recognized subject matter expert in AI/DA risk management, with broad knowledge across disciplines and experience handling high-impact issues.

  • Familiarity with banking regulations, products, processes, and risk control.

  • Deep understanding of the AI/DA lifecycle, risk taxonomy, and emerging regulatory frameworks (e.g., NIST AI RMF, EU AI Act, ISO 42001).

  • Excellent communication (verbal, written, presentation) and interpersonal skills, including the ability to explain technical risks to non-technical audiences.

  • Ability to influence senior leaders, board members, and external stakeholders on AI/DA risk-related matters, providing critical thinking and decisive action.

  • Strong negotiation and collaboration skills, balancing competing demands and stakeholder needs.

  • Proactive and transparent communication style, with the ability to maintain independent views.

Education:    

  • Bachelor’s Degree highly preferred or relevant, equivalent experience.

  • Preference for post graduate degree and/or recognized professional qualifications where applicable.
