IBM FileNet Migration Consultant
ROLE
We need an experienced IBM FileNet Migration Consultant at the New York City Department of Social Services (DSS). DSS enhances the quality of life for all New Yorkers by providing temporary assistance to eligible individuals and families with social service and economic needs, supported by IT Services (ITS) which operates the critical technology infrastructure behind the agency’s programs. DSS is currently executing a large-scale Data Center Co-location and Migration Project to consolidate multiple data centers into a new facility at 11 MetroTech in Brooklyn, replacing end-of-life infrastructure and mitigating risk of service disruption to agency operations. In this role, you will lead the migration of IBM FileNet P8, Content Manager, Integration Broker, DataStage ETL, DB2, and WebSphere ND middleware platforms from legacy AIX infrastructure to the new data center, ensuring continued support for enterprise document management workflows, content archival, and message integration across DEV, UAT, and PROD environments with minimal business disruption. RESPONSIBILITIES
- Perform the full migration lifecycle — develop, create, design, test, validate, coordinate, and document — for the following IBM platforms being relocated to the new data center:
- IBM FileNet P8 on AIX 7.2: Secure, scalable FileNet environment supporting enterprise document management, clustered server and database configurations, content workflows and approvals, and message integration with brokers and downstream applications.
- IBM Content Manager (CM 8.7.x) on AIX 7.2: Consolidated Content Manager environment supporting secure archiving and retrieval, including databases, storage allocations, content repositories, security roles, metadata, and event-driven messaging flows.
- Integration Broker (IIB) for 200+ Applications: Updated Integration Broker architecture supporting message flow consolidation, including configurations, execution groups, message schemas, endpoints, routing, and cross-site data exchange.
- AHRA Broker Integration: Dedicated broker infrastructure for AHRA specialized messaging needs, including resilient message flows, multi-stage routing and approval processes, queue bindings, and stakeholder engagement for cutover.
- IBM InfoSphere DataStage ETL on AIX 7.3: Updated ETL environment supporting data pipeline migration, including DataStage job configurations, ETL workflow and job schedule migration, data movement accuracy, and database connectivity validation.
- IBM DB2 11.5 for ECM Backend: Database environment supporting ECM workloads, including optimized schemas, roles, storage layouts, high-volume transaction testing, and cutover plans for dependent applications.
- WebSphere ND Middleware Backbone: Clustered WebSphere ND environment supporting all integrated ECM applications, including secure middleware configurations, certificates, service integrations, load balancing, and service integration buses.
- Execute phased transitions across DEV, UAT, and PROD stages for each platform to minimize business disruption.
- Document all application and infrastructure changes to maintain compliance, auditability, and long-term operational support.
REQUIRED SKILLS/EXPERIENCE
- 4 years' experience in migrating to large complex Filenet databases (DB2 and Oracle)
- 4 years' experience with Develop a consolidated, resilient Content Manager environment prepared for the data center, supporting secure archiving and retrieval. This includes MSAR (Magnatic Storage and Retrival), Snaplock migration.
- 4 years' experience with Troubleshoot, monitor, modify, and debug FileNet MSS synchronization software between Production and disaster recovery Image Services.
- 4 years' experience in IBM Content Navigator and Filenet/P8 migration and planning.
- 4 years' experience in Design and implement upgrades, migrations, and architectural solutions for multiple document services system from AIX to LINUX platform.

- Bachelor’s degree in a related field – preferred
