Qualifications and Certifications:
- Educational Background:
- Bachelor’s degree in Law, Public Administration, or a related field (mandatory).
- Postgraduate studies or professional training in Public Procurement Law, Fiscal Law, or Digital Government Regulation considered an asset.
- Professional Qualifications:
- 10 years of professional experience in legal and regulatory advisory, with at least 5 years in public sector or government-related projects.
- Proven experience in drafting, reviewing, and harmonizing legislation related to public financial management (PFM), budgeting, treasury, procurement, or audit frameworks.
- Demonstrated knowledge of Armenian legal and institutional frameworks governing: Public finance and budget execution; Government accounting and reporting standards; Public procurement and contracting; Data protection and information security in public administration.
- Experience supporting legal compliance for digital transformation or e-government projects, particularly those involving financial systems, ERP, or IFMIS/GFMIS.
- Ability to interpret and align national legislation with international standards, including IPSAS, IFRS, OECD, or EU directives.
- Demonstrated skills in legal risk assessment and preparation of compliance frameworks or policy guidance for ministries or public institutions.
- Excellent communication and drafting skills in English and Armenian.
