We are seeking a technical/proposal writer and Analyst to support the CMS FPS program. This role will own end-to-end authoring of the CMS-facing artifacts produced by the Proposal & Assessment Team: the vendor-list assessment package and the AI Tool Proof of Concept (POC) Solution proposal. The Writer converts input from the AI Solutions Architect, Regulatory & Compliance Lead, Program Manager, and vendor materials into clear, decision-ready CMS deliverables on a compressed schedule. The Writer is proficient in using AI for technical writing and report generation.
Responsibilities:
- Own the outline, drafting, review, red-team, and final production of the vendor-list assessment package.
- Own the outline and draft of the POC Solution proposal covering development approach, demonstration plan, effectiveness analysis, implementation/production recommendations, cost, and gained efficiency.
- Run the drafting cadence and section-lead coordination
- Maintain CMS-facing style, format, and traceability standards; manage figures, tables, and program-requirement traceability.
- Use Peraton’s internal tool, Peraton[x] as a productivity accelerator for first drafts and consistency checking, then apply senior editorial judgment to every CMS-facing paragraph.
- 5 years with BS/BA; 3 years with MS/MA; 0 years with PhD
- Ability to be highly independent and adaptive in a fast-changing environment.
- Has an “AI first” mentality and uses AI to accelerate productivity.
- Experience using generative-AI writing assistants (LLMs, agentic drafting tools) for first-draft acceleration, with the editorial discipline to correct and ground the output.
- Experience authoring CMS-facing or comparable Federal-health-agency artifacts under compressed schedules.
- Ability to synthesize architect, security, and program input into a single, consistent, decision-ready document with clean requirement traceability.
- Strong command of technical-communication fundamentals: outline discipline, section-lead coordination, figure/table strategy, style guides, red-team incorporation.
- Comfort with the subject matter (LLMs, agentic AI, cloud data platforms, AWS, fraud-detection/program-integrity use cases) sufficient to edit and challenge engineering input.
- Excellent written and verbal communication.
- US citizenship; ability to obtain and maintain a Public Trust clearance.
Preferred Qualifications:
- Prior proposal work on CMS or other Federal health programs
- APMP certification or equivalent proposal-management credential.
- Experience producing vendor-evaluation / POC-outcome reports for a Federal customer.
- Working knowledge of Medicare/Medicaid program integrity terminology (e.g., UPIC, MEDIC, MFCU, NPI).
- Familiarity with SAFe Agile documentation cadence (Confluence/JIRA).

Target Salary Range$80,000 - $128,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
