Summary:
Goldschmitt and Associates is seeking a Program Manager SME for a remote position in support of a federal agency.
This role serves as the primary interface with federal agency leadership and Contracting Officer’s Representatives (CORs), ensuring successful delivery of technical, operational, financial, and compliance objectives. The Program Manager SME brings deep expertise in large-scale federal IT program management.
Job Duties and Responsibilities:

  • Provide overall program leadership and serve as the primary Government POC, including responsibility for cost, schedule, performance, and compliance
  • Provide subject matter expertise for FSA systems, policy, and complex operational issues
  • Provide full lifecycle program management across operations, modernization, and enhancement initiatives
  • Serve as the single point of accountability for contract performance, deliverables, schedule, cost, and quality
  • Lead integrated program teams including architecture, development, operations, cybersecurity, and data analytics
  • Ensure alignment with agency strategic priorities and enterprise architecture objectives
  • Oversee contract performance, budget management, and resource planning
  • Manage subcontractors and vendor performance in accordance with federal acquisition regulations (FAR)
  • Ensure compliance with FISMA, NIST, OMB directives, and federal financial management regulations
Minimum Qualifications:
  • Possess at least 10 years of program management experience, including at least 5 years of federal IT program management experience
  • Possess a Bachelor’s degree in Business Administration, Information Systems, Finance, Public Administration, or a related field
  • Possess a PMP certification
  • Possess the ability to pass the Public Trust investigation and maintain eligibility, including US citizenship
Preferred Qualifications:
  • Possess a Master’s degree in a related field
  • Possess a PgMP certification
  • Possess prior experience supporting the US Department of Education in Federal Student Aid (FSA)
