Position Overview 

Q2IMPACT is seeking a Senior Business Development Director who is a true growth driver: strategic, organized, connected, persuasive, and hands-on. This person will help lead expansion across the DoW, national security, security cooperation, and adjacent mission markets while bringing energy and discipline to the full business development lifecycle. 

This role is ideal for a go-getter who knows how to open doors, build trust, read the market, shape opportunities early, and then roll up their sleeves to drive capture and proposal execution. You should be equally comfortable talking strategy with senior leaders, building relationships with clients and partners, leading a proposal process, and making sure the details do not fall through the cracks. 

Success in this role requires the rare combination of hustle and structure: someone who can schmooze with purpose, turn relationships into actionable opportunities, manage a disciplined pipeline, lead capture strategy, and help produce winning proposals in a fast-moving small business environment.

What You’ll Own 

Growth Strategy & Market Expansion 

  • Drive growth across security cooperation and adjacent DoW mission areas, including COCOMs, DSCA, and related stakeholders 
  • Identify, qualify, and shape opportunities across advisory, analytics, program support, and digital solutions 
  • Build and expand relationships with key mission buyers, partners, and stakeholders 
  • Translate market insight into clear, actionable growth strategies tied to revenue goals 
  • Serve as a thought partner to leadership in exploring and developing strategies to pursue non-government and alternative funding opportunities 

Pipeline Ownership 

  • Own and actively manage a high-quality, actionable pipeline from early identification through award 
  • Maintain disciplined CRM tracking with clear next steps, risks, and win strategies 
  • Lead pipeline reviews and prioritization discussions in coordination with leadership and delivery teams 

Capture Leadership (Winning Work) 

  • Lead capture efforts end-to-end, with emphasis on early positioning and pre-RFP engagement 
  • Leverage existing and developing relationships with government counterparts to generate and shape new business leads 
  • Convert early-stage leads into structured pursuit strategies with clear next steps, timelines, and ownership 
  • Develop win themes grounded in client needs, competitive positioning, and differentiated offerings 
  • Support bid/no-bid decisions and ensure focus on high-probability, strategically aligned opportunities 

Proposal & Deal Execution 

  • Lead and/or closely manage proposal processes from kickoff through submission, ensuring clear roles, deadlines, compliance, and quality control 
  • Translate capture strategy into compelling proposal content, solutioning, management approaches, staffing concepts, and win themes 
  • Coordinate contributors, reviewers, pricing inputs, past performance, resumes, and partner materials so proposals move efficiently and professionally 
  • Keep the team focused on producing submissions that are compliant, competitive, persuasive, and grounded in Q2IMPACT’s differentiators 

Strategic Partnering 

  • Build and maintain relationships with primes, subcontractors, and vehicle holders 
  • Help identify and secure strong teaming positions early in the pursuit lifecycle 
  • Collaborate with leadership to determine when to pursue opportunities as a prime or through partnerships 

Requirements
  • What Sets You Apart (Required) 
    • 10+ years of experience in federal business development, capture, or growth leadership within DoW or national security markets 
    • Proven track record of winning federal work and growing portfolios 
    • Direct experience in security cooperation environments (DSCA, COCOMs, FMS, or related) 
    • Demonstrated experience across pre-RFP shaping, capture execution, and proposal support 
    • Strong understanding of federal acquisition and contract vehicles (IDIQs, GWACs, etc.) 
    • Established relationships across government stakeholders and industry partners 
    • Ability to manage multiple concurrent pursuits independently while collaborating across teams 
    • Experience working within small to mid-sized federal contracting environments 
  • Highly Desired 
    • Experience supporting or winning work with DSCA and/or COCOMs 
    • Background in security cooperation, AM&E, knowledge management, staffing support, or institutional support 
    • Familiarity with OTAs and alternative acquisition pathways 
    • Active Secret clearance
