Senior Business Systems Analyst - Federal Modernization

Overview

PhoenixTeam is hiring two Senior Business Systems Analysts for a Department of the Interior modernization program. One role will focus primarily on workforce, policy, and service-delivery processes; the other will focus primarily on data, integration, intake, and financial-integrity workflows.

Both positions are hands-on analyst roles with pod-level leadership. They work directly with stakeholders to understand current operations, define future-state requirements, and stay embedded with technical teams through design, prototyping, testing, and user acceptance. Candidates do not need experience in both domain tracks.

Key Functions

• Lead requirements and analysis for assigned modernization initiatives, including stakeholder discovery, process review, business rules, user needs, data requirements, and acceptance criteria.
• Use Python and SQL to investigate operational data and data-quality issues, validate business rules, and support requirements definition and user acceptance testing.
• Translate current-state workflows into clear future-state requirements for software, low-code, automation, data, or AI-enabled solutions.
• Develop user stories, acceptance criteria, test scenarios, and traceable requirements; coordinate user acceptance testing and drive issues to resolution with stakeholders and delivery teams.
• Analyze data flows, system handoffs, controls, and integration needs so business requirements are specific enough for solution designers and engineers to act on.
• Maintain accurate decision logs, requirements, trackers, and client-ready documentation throughout discovery and iterative delivery.
• Work directly with federal sponsors and cross-functional delivery teams, lead discussions when needed, and operate effectively when requirements are incomplete or changing.

Minimum Qualifications

• 5+ years of relevant business analysis, business transformation, systems analysis, or consulting experience; bachelor's degree preferred.
• Hands-on experience using Python for data preparation and analysis, and SQL to query, join, and validate data in support of requirements definition and testing.
• Hands-on experience leading requirements for software, automation, data, or digital-modernization work, including user stories and acceptance criteria.
• Experience analyzing business processes and data flows and coordinating user acceptance testing with business stakeholders.
• Strong written and verbal communication skills with the judgment to work directly with senior stakeholders and technical teams.
• Must be able to successfully complete the background investigation, suitability, credentialing, and system-access requirements applicable to a Moderate Risk Public Trust position.

Preferred Qualifications or Skills

• Experience supporting federal programs or working in federal consulting or professional services.
• For the workforce track: experience with HR, training, policy, service-delivery, payroll, or workforce systems and processes.
• For the data track: experience with intake, payments/disbursements, financial workflows, APIs, data governance, or system integration.
• Working knowledge of Microsoft Power Platform, SharePoint/Microsoft 365, or similar low-code and collaboration environments.
• Hands-on use of generative AI or LLM tools for analysis, requirements, workflow redesign, research, or prototyping.

Position Details

• Employment type: Full-Time, W2.
• Location: Primarily remote within the U.S.; occasional travel to Department of the Interior locations may be required based on project needs.
• Hours: 40 hours/week, Monday-Friday, with required availability during DOI core hours of 9:30 a.m.-3:30 p.m. ET.
• Target start: As soon as possible, subject to required government onboarding.
• Program: Department of the Interior (DOI) modernization program.
