Senior Director, Talent Acquisition

Reporting to the Chief People Officer, the Senior Director, Talent Acquisition is responsible for setting the strategic direction of the Talent Acquisition function across the organization. This role will design and execute innovative sourcing and hiring strategies that enable the Company to attract, engage, and hire high-quality, diverse talent at scale, aligned to growing business priorities and workforce demands.
This leader will build and lead a high-performing, technology-enabled Talent Acquisition function that delivers a differentiated candidate and hiring manager experience, while ensuring operational excellence, scalability, consistency, and strong governance across the organization. The successful candidate will bring a balance of strategic leadership and operational execution, with the ability to influence and collaborate with senior leaders to drive measurable business outcomes through talent.

Leadership

  • Lead, inspire, and develop a national Talent Acquisition team, building a scalable, cost-effective, and technology-enabled function aligned to the dynamic workforce needs of the business.
  • Establish clear performance expectations, service standards, metrics, and accountability across the team, fostering a high-performance and customer focused culture.
  • Coach and develop leaders and team members through ongoing feedback, mentoring, succession planning, and structured development conversations.
  • Champion a culture grounded in integrity, inclusion, collaboration, and alignment with the Company’s values.
  • Partner closely with senior business leaders to position Talent Acquisition as a strategic partner of growth, operational excellence, and organizational capability.
  • Lead organizational change initiatives related to talent acquisition processes, technology adoption, and workforce transformation.

Talent Acquisition Strategy & Delivery

  • Develop and execute an enterprise Talent Acquisition strategy aligned with workforce planning priorities, project cycles, and long-term business growth objectives.
  • Build innovative sourcing strategies across professional, technical, and leadership roles, including expansion into new and underrepresented talent segments.
  • Leverage employer branding, digital channels, talent intelligence, market mapping, and community partnerships to strengthen market presence and build sustainable talent pipelines.
  • Ensure a consistent, high-quality candidate and hiring manager experience across all recruitment touchpoints.
  • Oversee the Company’s national campus recruitment strategy and program, building strong partnerships with colleges, universities and industry organizations to develop early talent pipelines
  • Collaborate on executive recruitment initiatives in partnership with the CPO and senior leadership team.
  • Drive continuous improvement in recruiting processes, tools, and technologies, including ATS optimization, automation, and emerging AI-enabled recruiting capabilities.
  • Optimize external agency and vendor partnerships to ensure strong return on investment, service quality, and alignment with hiring objectives.
  • Develop proactive talent communities and succession focused pipelines for critical and hard-to-fill roles.

Workforce Planning, Analytics & Governance

  • Partner with People & Culture and business leaders to deliver integrated workforce planning and hiring strategies aligned with business priorities.
  • Define, monitor, and report on key performance indicators, including quality of hire, candidate and hiring leader experience, time-to-fill, diversity outcomes, and cost-per-hire.
  • Leverage workforce analytics and market insights to anticipate talent risks, inform decision-making, and proactively address hiring challenges.
  • Ensure compliance with all applicable federal and provincial employment legislation, and recruitment standards.
  • Maintain strong governance over recruitment processes, vendor usage, employment branding, and hiring practices across the organization.
  • Support workforce modernization initiatives through data-driven insights, talent forecasting, and talent market intelligence.

Stakeholder Partnership

  • Act as a trusted advisor to senior leaders, providing insights on talent market conditions, talent trends, organizational capability, and hiring strategies.
  • Collaborate across People & Culture functions, including P&C Operations, Total Rewards, Learning & Development, and Organizational Development, to ensure an integrated and aligned talent strategy.
  • Build and maintain strong external partnerships and industry networks to strengthen talent pipelines, enhance market intelligence, and elevate the Company’s employer brand.
  • Influence and support leaders in adopting modern, inclusive, and data-informed hiring practices.
What We Are Looking For
  • Undergraduate degree in Human Resources, Business, or a related field preferred.
  • 15+ years of progressive Talent Acquisition experience within a large, complex, and operationally driven organization.
  • Proven experience leading enterprise Talent Acquisition functions, ideally within construction, industrial, engineering, infrastructure, or project-based environments.
  • Demonstrated success building scalable recruitment strategies in both high-volume and specialized hiring environments.
  • Strong understanding of talent market dynamics, workforce planning, and talent intelligence.
  • Experience leveraging ATS platforms, recruitment marketing tools, and AI-enabled sourcing technologies.
  • Proven ability to balance strategic leadership with operational execution in a fast paced environment.
  • Strong business acumen with the ability to translate business priorities into actionable talent strategies.
  • Excellent analytical, problem solving, and decision making skills, with the ability to leverage data to drive outcomes.
  • Exceptional communication, relationship building, and influencing skills, with the ability to engage effectively at the executive level.
  • Strong knowledge of Canadian employment legislation, recruitment compliance requirements, and inclusive hiring practices.
  • Proven ability to lead through change, navigate ambiguity, and drive transformation initiatives.
  • High degree of integrity, accountability, sound judgment, and professionalism.
