Job DescriptionWe are seeking a Senior Global OSP Project Manager to lead and oversee Outside Plant (OSP) design and engineering delivery across global programs, from early feasibility through customer handover. This role provides end‑to‑end ownership of complex OSP initiatives, with responsibility for schedule, quality, coordination, and delivery performance across multiple regions and time zones.
This is a fully remote position designed to support increasing project volumes, particularly within Civil OSP—the most resource‑intensive phase of delivery. The role stabilizes execution by governing design and engineering workflows, resolving cross‑discipline dependencies, and maintaining predictable delivery as teams scale.
The successful candidate brings deep experience managing fiber and utility‑grade telecom programs and is comfortable providing technical direction while operating primarily as a senior project and program manager.
Key Responsibilities
Global OSP Project & Program Management
- Provide end‑to‑end delivery ownership for OSP programs spanning feasibility, routing strategy, detailed design, permitting support, construction readiness, and final customer handover.
- Lead global OSP delivery efforts across multiple regions and time zones, coordinating priorities, resources, and schedules.
- Develop and manage project plans, milestones, budgets, risk registers, and delivery forecasts.
- Act as the primary escalation point for delivery risks, scope conflicts, and cross‑team constraints.
- Maintain direct alignment with clients and internal leadership on status, risks, and delivery posture.
OSP Design & Engineering Oversight
- Oversee Civil OSP and network design activities, providing governance, technical direction, and decision support.
- Guide teams through feasibility analysis, routing strategy, constructability reviews, and design development.
- Perform milestone‑based reviews of design outputs to validate alignment with: Client engineering standards, technical documentation, and templates. Local jurisdictional and utility requirements, including municipal ROW and DOT standards. Applicable national standards such as NEC, NESC, RUS, UFC, BICSI, and utility‑specific criteria.
- Support resolution of complex design, permitting, and constructability issues using practical delivery experience.
Quality Control & Delivery Governance
- Own the program‑level QC approach for Civil OSP and related design disciplines.
- Manage design review cycles, comment resolution processes, and readiness for submission or customer turnover.
- Validate that deliverables meet client acceptance criteria prior to advancing to permitting, construction, or handover.
- Track quality trends and recurring issues to reduce rework and improve delivery predictability.
Cross‑Discipline & Stakeholder Coordination
- Coordinate across civil engineering, OSP design, GIS, permitting, construction, and program controls teams.
- Facilitate internal and external coordination meetings, especially during high‑volume delivery periods.
- Integrate feedback from clients, municipalities, utilities, and permitting agencies into delivery plans.
- Align technical decisions with program objectives, constructability realities, and long‑term network strategy.
Process, Tools & Scale Enablement
- Standardize delivery workflows, review processes, and reporting across global OSP programs.
- Leverage tools such as Smartsheet, dashboards, and workflow automation platforms to improve visibility and control.
- Support onboarding and mentoring of project managers, technical leads, and reviewers to scale program capacity.
- Identify opportunities to streamline upstream planning and design processes to reduce downstream delivery pressure.
Desired Toolset & Technical Proficiency
The Senior Global OSP Project Manager is expected to be fluent in the tools used by global OSP delivery teams and capable of leveraging them for program oversight, quality governance, and delivery acceleration. Hands‑on production drafting is not required, but strong technical literacy is essential.
- AutoCAD / Civil 3D – Ability to review and interpret Civil OSP design drawings, profiles, and plan sets, and validate design intent, constructability, and compliance at key delivery milestones.
- ESRI / GIS Platforms – Ability to oversee routing feasibility, spatial analysis, and alignment with records and asset data, and support coordination between GIS, design, and construction teams.
- Smartsheet – Ability to manage project schedules, delivery trackers, review cycles, issue logs, and reporting dashboards, providing real‑time program visibility.
- Bluebeam – Ability to perform structured design reviews, manage markups, and track comment resolution across teams and regions.
- AI & Automation Tools – Ability to leverage AI‑enabled tools to support QA/QC workflows, reporting, delivery insights, and process efficiency, and to support adoption of emerging technologies across OSP programs.
Minimum Requirements
- BA/BS in a related field plus 8 years of relevant experience or demonstrated equivalency through experience and education.
- Demonstrated experience managing OSP, fiber, or utility‑adjacent telecom projects or programs.
- Experience overseeing design and engineering delivery across multiple stakeholders and regions.
- Experience managing schedules, risks, and quality for infrastructure programs.
- Smartsheet or comparable workflow or project management tool experience.
Preferred Qualifications
- BA/BS plus15 years of relevant experience or demonstrated equivalency.
- 5+ years managing Civil OSP and fiber network delivery efforts.
- Experience overseeing feasibility, design, permitting support, and customer handover.
- GIS familiarity supporting routing, records, or delivery coordination.
- Experience supporting utility, municipal, or hyperscale network deployments.
