THE OPPORTUNITY
We’re looking for a Senior Proposal Manager to support our Bids & Proposals team. The Senior Proposal Manager manages all phases of the proposal development process including requirements review and planning, outline and compliance matrix creation, color reviews, writing and editing, desktop publishing, document production and packaging, and delivery/submission of proposals. The Proposal Manager conducts briefings, facilitates kickoff meetings, status calls, and monitors the RFP for amendments and impact on schedule and requirements. The Senior Proposal Manager oversees the entire proposal response, manages the team, and has a commitment to “doing what it takes” to produce a winning proposal.
HOW YOU'LL MAKE AN IMPACT
- Analyze solicitations, identify response requirements, and prepare unique, tailored, and detailed proposal response outlines, templates, and compliance matrices in compliance with the requirements.
- Manage the development and production of proposals and oral presentations for new and recompeted contracts, including the motivation and management of personnel assigned to proposal teams.
- Prepare and manage the overall proposal schedule, set up and lead conference calls and meetings, and plan and coordinate required resources for writing and development of the proposal deliverable.
- Facilitate and lead effective, results driven meetings, including but not limited to those meetings for project kick-off, daily status, proposal strategy, and volume reviews.
- Support, as needed, win theme and discriminator development.
- Write and edit proposal sections, as needed, and identify appropriate copy which can be reused from other proposals.
- Manage and educate personnel on proposal collaboration and document management tools, including but not limited to SalesForce, Loopio, and SharePoint.
- Act as a liaison with the Contracts Department for review of customer terms and conditions and other contractual proposal documents.
- Ensure proposals are compliant and responsive to customer requirements and perform final proposal quality checks.
- Evaluate personal and team performance regularly and recommend process changes, as necessary, to ensure that proposal service and products improve continually.

SKILLS THAT DRIVE SUCCESS
- Experience developing proposal templates and execute proposal activities (e.g., kickoffs, color reviews, compliance, win themes, schedule, resumes, past performances, etc.) according to Iron Bow standards and industry best practices (e.g., Shipley) using Microsoft Office products (e.g., Word, Excel, PowerPoint, Outlook).
- Demonstrates superior writing and editing skills and possess a strong understanding of federal proposal writing standards (e.g., style, grammar, acronyms, format, compliance, etc.)
- Edits content from multiple individuals, incorporating data and graphics, to produce compliant and persuasive proposals
- Communicates effectively and persuasively across all mediums, including text and video conferencing
- Works independently, multi-task, and with minimal supervision to manage assigned proposal teams so that they adhere to strict deadlines and quality standards
- Manages disparate, often virtual, teams that may include multiple industry partners
- Interacts successfully with personnel at all levels, including senior executives, customers, and industry partners
- Organizes and prioritizes team tasks, as well as monitor concurrent tasks
- Demonstrates a nuanced understanding of and experience with Federal acquisition methodologies and requirements set forth in the Federal Acquisition Regulation (FAR)
- Bachelor’s degree from an accredited college or university or equivalent experience in a similar position
- Minimum of 12+ years of experience with 5-7 years of direct experience managing large (i.e., greater than or equal to $10M total contract value) IT solutions-focused proposals for customers in the Federal Government
- Minimum of 10 years of experience in proposal development (i.e., coordination, writing, management) for any customer type
- Experience submitting Federal Government Wide Acquisition Contracts (GWACs) (i.e., SEWP, NIH CIO CS) or agency-specific Blanket Purchase Agreements (BPAs) focused on hardware solutions
- Formal Shipley or equivalent proposal training preferred.
TRAVEL REQUIREMENTS: This is a remote position and no travel is required.

COMPENSATION AND BENEFIT INFORMATION
The initial base salary range for this position is up to $140,000 - $158,000. In addition to base salary, this role offers a competitive incentive tied to individual and or team performance. Our compensation plans are designed to reward success, drive growth, and recognize the impact our sales teams make in the market.
