Job Description

Position:  Sr Project Manager, PMO, Clarity, IT Governance - #1395

Contract Duration:  8 months

Location:  New York, New York 10045

 

Keys-  Business process engineering. Not just pure PM. Clarity.

 

Description:

 

  • As per the hiring manager: "the top 3-5 key requirements needed for this role-
  • Detailed understanding of IT Governance, Project Management and System Development Life Cycles /
  • Practical working knowledge of industry accepted project management standards (required) – and ability to audit others on compliance
  • In depth/hands on experience with CA Clarity PPM (required)
  • Business Process engineering experience including designing, and successfully implementing business processes with high adoption rates
  • Ability to develop, teach and present material
  • Proven success as a leader and a team player, with the ability to build collaborative relationships with officers and staff at all levels;
  • This is the person who set up the PMO and its processes, tools and templates vs the active PM who is just executing projects"
    • Previous project management experience required;
    • Previous experience with project and portfolio management tools;
    • Ensure the integrity and completeness of all data captured through project management tools;
    • Provide consistent and reliable coaching and advice on use of project management tools;
    • Conduct analysis on use of system and opportunities to improve user and system performance;
    • Ensure that users are fully trained on all project management tools, providing training as needed;
    • Proficient in MS PowerPoint, MS Word, MS Excel, MS Project;
    • Demonstrated ability to design, lead, and conduct reviews/audits of business processes related to project delivery;
    • Excellent interpersonal, negotiation, and influence skills;
    • Demonstrated ability to establish and maintain credibility with all levels of management, and to promote and cultivate quality throughout the organization;
    • In depth/hands on experience with CA Clarity PPM (required)
    • Practical working knowledge of industry accepted project management standards (required) o PMBoK o UP o SDLC Preferred Skills
    • JAD Facilitation skills, training experience, Business Process RE-engineering experience.


The ideal candidate will be responsible for supporting project management practitioners throughout the district with specific focus on those within TSG. This includes PMs and Portfolio Managers, as well as Development Managers, System Test Managers, Business Technology Analysts and technical staff tasked with managing projects.

In addition, the successful candidate will facilitate the administration and analytical aspects of the project management process and/or TSG initiatives. The candidate will also perform project management functions on small to medium projects. This includes, but is not limited to the list shown below.


Job Responsibilities

  • Acquisition of in depth knowledge of our standards o Standard Repeatable Processes (SRPs) o Technology Project Standard o Enterprise Program Standard o Software Development Framework o Application Development Estimation Framework o Requirements Estimation Framework
  • SRPs: Provide Subject Matter Expertise and continuous improvement of the NY TSG’s project management processes, tools, templates and guidance.
  • Project Management SME/Mentoring: Provide Subject Matter Expertise for project, portfolio and program management. • Reports and Metrics: Produce annual, quarterly, monthly and weekly reports and metrics. Conducts analysis of performance and makes recommendations on areas of improvement.
  • Clarity/PPM Support: Provide local and System support for the Clarity application. Provide guidance on process and usage to local practitioners. Provide leadership and direction on the development of Clarity functionality and tool usage to the System PPMS and EIPM groups.
  • Process Support: Serve as a subject matter expert in the Project Management, Business Requirements and Estimation methodologies and tool sets. Acquire and maintain a working knowledge of industry best practices for project management, business requirements and estimation.
  • System Liaison: Serve as Liaison to the PPMS and EIPM SO. Distribute information to the NY project management practitioner community (both inside and outside of TSG). Contribute to System Workgroups as required.
  • Process Engineering: Lead initiatives to implement PMO process improvements and tool functionality implementation. Identify process improvement needs for the PMO and recommend solutions.
