The Sr Specialist in Talent Management is responsible for developing and implementing the companys strategic talent acquisition plan and managing the transfer process for both exempt and non-exempt employees. This role involves partnering with various line organizations to ensure the identification, hiring, and transfer of a fully qualified and diverse slate of candidates. The Sr Specialist ensures compliance with Federal, State, and municipal laws, corporate policies and procedures, and internal governance. In this position, the Sr Specialist will develop and execute talent acquisition strategies for management and union positions. They will utilize job postings, external partnerships, social media sourcing, search firms, colleges, and various other recruitment sources to identify qualified, diverse candidates.
ResponsibilitiesCore Responsibilities- Oversee the utilization and maintenance of the Applicant Tracking System (ATS) recruiting module and career websites. Recommend improvements to enhance system performance and the overall customer experience.
- Conduct training for new team members on the recruitment and vetting process related to new hires and transfers.
- Administer and evaluate pre-employment background checks for prospective employees.
- Ensure that all aspects of the employment process are conducted in accordance with corporate policies, Talent Acquisition practices and procedures, government regulations and EEO guidelines. This includes knowledge of immigration laws, employment laws, internal guidelines, Department of Transportation Federal Motor Carrier Safety Administration regulations for driving commercial vehicles and the companys policy on relocation.
- Develop an annual strategy for the recruitment and selection of high potential college graduates for the Leadership Development Program.
- Establish and maintain strategic partnerships with college and university career centers to recruit students for Leadership Development Program and COOP internships.
- Research and identify strategic sourcing methods and best practices to enhance the diversity representation of qualified candidates in the applicant pool to fill hiring needs.
- Create partnerships with organizations and colleges with diverse student representation for internships and vocational trades, along with non-profit partnerships to create a pipeline of diverse candidates for entry level positions.
- Facilitate orientations for new management and union hires.
- Assume lead role in driving the recruiting process for transfer and hiring of high-volume entry level positions by managing all aspects of the hiring process by working directly with all key stakeholders involved in the hiring organizations and Human Resources.
- Manage full lifecycle recruitment process for both management and union roles.
- Analyze recruiting data to efficiently plan resources and timing of the selection process to include testing, interviewing, road tests, physical abilities tests, practical performance tests, training classes and orientations.
- Identify and eliminate gaps in the recruiting process and recommend solutions to address delays between various stages of the hiring process to streamline hiring cycle.
- Bachelor's Degree and 5 years of relevant work experience. or
- Associate's Degree and 7 years of relevant work experience. or
- High School Diploma/GED and 9 years of relevant work experience.
- Minimum of 5 years of experience in recruiting, human resources, implementing talent and sourcing strategies that strengthen diverse candidate pipelines, optimizing recruiting tools to ensure accurate tracking of hiring activities, and making recommendations as appropriate, required.
- Ability to manage client relationships, offer consultative guidance, and collaborate effectively in a large team environment, required.
- Expertise in candidate research, market insights, and advanced sourcing techniques, including hands-on experience with social media platforms such as LinkedIn Recruiter and Indeed for talent identification and engagement, required.
- Excellent communication and interpersonal skills, with the ability to take initiatives and build collaborative partnerships with stakeholders, required.
- Demonstrated personal accountability, strong work ethic, integrity, and exceptional organizational skills with keen attention to detail, required.
- Proficiency with applicant tracking systems (ATS) and automation platforms to streamline recruitment workflows, required.
- Hands-on experience using AI-powered sourcing and recruitment tools to enhance efficiency, preferred.
- Strong written and verbal communication skills
- Must be proficient in Microsoft Office including Word, Excel, Outlook and PowerPoint, etc.
- Demonstrates excellent judgment and decision making skills
- Possesses flexibility to work in a fast paced, dynamic environment
- Other: SHRM and/or Recruitment Certification Preferred
- Ability to respond to system emergencies
- Able to work in all weather conditions, i.e. excessive heat and/or cold
- Perform extended driving through heavy traffic and severe off-road conditions
- Ability to work in adverse conditions that include, noise, confined spaces, and high elevations
- The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
- Must be able and willing to travel within Company service territory, as needed.
