As CloudFit’s first dedicated Subcontracts Manager, you will build and mature the company’s subcontracting function, establishing the processes, controls, and compliance framework needed to support scalable growth as a federal prime contractor. This role offers a unique opportunity to shape enterprise capabilities, influence business operations, and position CloudFit for continued expansion in the federal marketplace.
Reporting to the VP of Contracts, this position serves as CloudFit’s subject matter expert for subcontracting and supplier management, partnering closely with contracts, program, finance, and technical teams to ensure seamless execution and compliance across all programs.
Responsibilities:
Subcontracting Function Ownership & Buildout
• Establish and lead CloudFit’s subcontracting function, including development of policies, procedures, templates, and governance controls.
• Design and implement standardized subcontracting procedures covering the full lifecycle from pre-award through closeout.
• Revise subcontract templates, teaming agreements, and related documents to reduce risk and ensure enforceability.
• Build scalable subcontracting processes to support growth as a federal prime contractor.
Subcontract Lifecycle Management
• Lead full subcontract lifecycle including solicitation, evaluation, negotiation, award, administration, and closeout.
• Develop subcontract solicitations including SOWs, deliverables, evaluation criteria, and pricing structures.
• Evaluate subcontractor proposals for technical capability, cost/price reasonableness, and compliance.
• Lead negotiations covering scope, pricing, schedule, and contractual terms.
• Draft, negotiate, and execute subcontract agreements, modifications, task orders, and related documentation.
Subcontractor Vetting & Responsibility Determination
• Establish subcontractor vetting processes to ensure eligibility and capability for federal work.
• Conduct due diligence including past performance, financial stability, capability, and compliance posture.
• Evaluate subcontractor readiness including accounting systems and purchasing practices where required.
• Ensure subcontractors meet regulatory and contractual requirements prior to award.
Flowdown Compliance & Risk Management
• Identify and incorporate FAR, DFARS, and agency flowdown clauses into subcontracts.
• Translate prime contract requirements into executable subcontract terms.
• Identify and mitigate subcontract risks by structuring agreements that protect CloudFit’s interests and minimize exposure.
• Collaborate with internal stakeholders to ensure alignment with prime contract obligations.
Subcontract Administration & Performance Oversight
• Manage subcontract administration including deliverables, milestones, funding, and compliance tracking.
• Monitor subcontractor performance and resolve first-line issues.
• Manage modifications, funding actions, extensions, and closeouts.
• Maintain audit-ready subcontract files and documentation.
• Support invoice validation and coordination with finance and program teams.
CPSR Readiness & Compliance
• Maintain audit-ready documentation, internal controls, and subcontracting practices aligned with FAR, DFARS, CPSR expectations, and company policies.
• Support development of a compliant purchasing system aligned with CPSR requirements.
• Continuously improve subcontracting processes to strengthen compliance and efficiency.
Collaboration & Program Integration
• Partner with program teams to integrate subcontractors into execution.
• Serve as primary subcontracting point of contact for contractual and administrative matters.
• Support proposals by identifying subcontractor partners and contributing to pricing and sourcing strategies.
• Work across functions to ensure subcontract execution supports program performance.
Qualifications:
• Bachelor’s degree in business, supply chain, contracts management, or related field.
• 7+ years of experience in subcontracts, procurement, or supply chain supporting U.S. federal government contracts.
• Strong knowledge of FAR, DFARS, and subcontracting requirements.
• Experience drafting, negotiating, and administering subcontracts.
• Experience conducting subcontractor vetting and responsibility determinations.
• Familiarity with CPSR requirements and purchasing system best practices.
• Strong organizational and analytical skills.
• Excellent written and verbal communication skills.
• U.S. citizenship required. Must be eligible to obtain and maintain a U.S. government security clearance; sponsorship provided by CloudFit.
• Ability to travel as required (estimated up to 25%).
Preferred Qualifications:
• Experience in a growing federal contractor transitioning from subcontractor to prime.
• Experience supporting CPSR audits or building compliant purchasing systems.
• Experience with services subcontracts and materials procurement.
• Experience across DoD, DOE, and civilian agencies.
• Experience supporting proposal development and subcontractor sourcing.
• Professional certifications (CPCM, CFCM, CPSM) or advanced degree.
• Experience leveraging automation, AI-enabled tools, and enterprise systems to improve subcontracting operations.
• Experience implementing contract lifecycle management (CLM), ERP, or procurement systems.
The salary range for this role is $110,000 - $135,000 + benefits & perks

Final salary will be commensurate with the candidate’s final level and location. Also, the range represents salary only and does not include our total rewards package.
