This is a remote position.
The Technical Product Manager will support the Texas Comptroller of Public Accounts (CPA) on the Centralized Accounting and Payroll/Personnel System (CAPPS) Program. This role is responsible for defining and executing the long-term product vision, strategy, and technical roadmap for CAPPS, which encompasses HR/Payroll, Financials, STARR, and all ancillary systems. The selected candidate will serve as the primary bridge between business objectives and technical execution, working closely with a Managed Services vendor and cross-functional teams to ensure high-quality implementation and architectural integrity. The role also carries responsibility for contract management oversight, accessibility compliance, specialty identity and access management functions, and technical advisory activities supporting CPA procurements.
RESPONSIBILITIES
- Define and evolve the long-term product strategy for the CAPPS Program, translating high-level business objectives into clear technical product roadmaps with prioritized features based on customer value, technical feasibility, and team capacity.
- Provide architectural leadership for digital transformation, cloud migrations, modernization, and large-scale technical projects, ensuring solutions fit the enterprise ecosystem and prevent duplication or unnecessary complexity.
- Partner with the Managed Services vendor to shape architecture, evaluate technical trade-offs, identify architectural risks such as scalability issues and legacy system constraints, and ensure high-quality implementation.
- Maintain and enforce standards for security, performance, compliance, and architecture, including guidelines for solution designs, integration patterns, cloud usage, and technical best practices.
- Ensure all digital products and content meet WCAG 2.1 accessibility standards, regularly reviewing for compliance and implementing remediation when accessibility issues are identified.
- Assist with contract management oversight responsibilities, including technical reviews of contract templates, workflows, SLAs, system monitoring, coding standards, security standards, and application change management.
- Serve as subject matter expert for user role Segregation of Duties (SoD) in CAPPS multi-tenant software applications, and perform Delegated Administration Level 3 for Texas Digital Identity Services (TDIS).
- Implement, support, and maintain PathLock products including User Access Review (UAR), Single Sign-On (SSO), Data Masking, and A360.
- Plan and coordinate technical upgrades, including PeopleSoft image, PeopleTools, PeopleSoft Fluid, and other software publisher upgrades, while maintaining documentation related to architecture, configuration, integrations, and change management.
- Participate as a technical advisor during CPA procurement cycles, including research, drafting solicitation documents, developing technical specifications, and providing input during evaluation and negotiation phases.
Requirements
MINIMUM QUALIFICATIONS
- 12 years of extensive Texas public sector experience, directly working for or supporting a Texas state government agency.
- 12 years of experience performing technical activities in support of CPA application systems.
- 12 years of experience creating and managing a strategic roadmap, combining strong planning skills, technical insight, and effective cross-functional communication.
- 10 years of experience preparing materials for and conducting executive-level presentations.
- 10 years of experience performing technical project management activities in support of CPA's CAPPS Program.
- 10 years of experience interpreting contractual language and integrating it into daily workflows, while consistently holding vendors accountable to contractual requirements.
- 10 years of extensive knowledge of and experience with data integration, data quality, and SDLC processes and methodologies.
- 10 years of experience in IT security and control practices.
- 10 years of technical experience with PeopleSoft FSCM or HCM 9.2, PeopleTools, PeopleCode, Application Designer, SQL, PS Query, SQR, Application Engine, and Oracle 11 or higher.
- 10 years of experience with CAPPS Central production and deployment technical support activities for more than 100 agencies and 5 Hub instances.
- 8 years of experience with IT service desk functions and knowledge of ITIL framework methodologies and processes.
- 5 years of experience with user role Segregation of Duties (SoD) in multi-tenant software applications.
- 2 years of experience serving in a technical product role with responsibility for managing outsourced technical teams and overseeing a Managed Services provider.
PREFERRED QUALIFICATIONS
- 10 years of experience with software and hardware management industry best practices.
- 10 years of experience with CPA's legacy Statewide Financial Systems production support activities.
- 10 years of experience developing technical specifications to support IT procurements.
ADDITIONAL REQUIREMENTS
- The selected candidate must sign CPA's Additional Terms and Conditions (Attachment A) and several CPA security documents prior to beginning work.
- The selected candidate must complete a minimum of 10 hours of professional training annually in a relevant area of expertise, conducted on personal time and at the candidate's expense. An annual training report must be submitted to the CPA Contract Manager by July 31st of each contract year.
- The candidate's primary remote working location must remain within the continental United States at all times, with the city and state reported annually to the CPA Contract Manager.
- The candidate's work schedule must be approved in writing by the CPA Supervising Manager. The candidate may be required to work outside normal business hours, including evenings, weekends, and holidays, as requested and pre-approved by CPA.
