Global Business Services (GBS) provides essential workplace, operations, and service delivery capabilities that enable BlackRock employees to operate efficiently and effectively across the firm’s global footprint. The Business Services Technology Manager plays a critical role in ensuring that the technologies supporting these services are secure, reliable, scalable, and aligned with the firm’s strategic needs.

Role Overview

The Business Services Technology Manager is responsible for the full lifecycle of all technologies that support BlackRock’s Global Business Services program. This leader oversees the strategy, implementation, governance, and continuous improvement of the firm’s Business Services technology ecosystem, partnering closely with internal technology teams, vendors, and cross‑functional stakeholders.

This role requires strong technical depth, program management expertise, vendor oversight experience, and the ability to lead complex, high‑visibility initiatives across a global organization.

Key Responsibilities

Technology Strategy, Planning & Governance

  • Lead the strategic planning, execution, and ongoing governance of all Business Services technologies, ensuring platforms remain secure, stable, and fit for purpose.
  • Continuously evaluate organizational needs to determine whether existing technologies deliver optimal value; identify opportunities to enhance, replace, or introduce new solutions.
  • Oversee program planning activities including roadmap development, budget planning, resource allocation, technical scoping, and timeline management.
  • Drive the adoption of industry best practices, compliance standards, and firmwide technology requirements.

Vendor & Risk Management

  • Monitor ongoing risks and performance of existing technology key service providers
  • Partner with BlackRock Technology teams to conduct vendor evaluations, technical due diligence, onboarding, and integration.
  • Ensure all supplier technologies adhere to BlackRock Information Security policies, contractual obligations, and operational performance expectations.
  • Develop and oversee performance management programs, SLAs, and KPIs for Business Services technology platforms and vendor partners.

Cross‑Functional Coordination & Stakeholder Leadership

  • Serve as the principal Business Services liaison with internal teams including INFOSEC, AIM, Network Engineering, the Business Transformation Office, Premier Support, and Deskside Support.
  • Manage all technical initiatives and deliverables across internal technology groups and external partners, ensuring clear ownership, communication, and accountability.
  • Lead cross‑functional forums and working groups to align technology plans with broader firm initiatives and operational requirements.
  • Provide reporting on project status, risk, performance, and roadmap progress.

Operational Excellence & Continuous Improvement

  • Ensure technology solutions are designed and maintained to support global Business Services operations, compliance obligations, and user experience standards.
  • Identify opportunities to streamline workflows, automate manual processes, and improve operational resilience.
  • Ensure documentation, Playbooks, and governance processes are maintained and continually updated.

Required Skills & Qualifications

  • Strong proficiency and hands‑on experience in:
    • Network operations fundamentals
    • Windows policies and administration
    • Microsoft Azure architecture and services
    • Server configuration and management
    • Compliance with Information Security standards and corporate security policies
  • Demonstrated internal and external technology acumen, with the ability to understand, challenge, and guide technical solutions.
  • Proven experience managing multiple high‑visibility, cross‑functional technology projects simultaneously.
  • Excellent written and verbal communication skills, with the ability to convey technical concepts to diverse audiences.
  • Strong collaboration skills and comfort working with global teams, technology partners, vendors, and business leaders.
  • Experience in vendor governance, contract oversight, or operational risk management
For New York, NY Only the salary range for this position is USD$162,500.00 - USD$215,000.00 . Additionally, employees are eligible for an annual discretionary bonus, and benefits including healthcare, leave benefits, and retirement benefits. BlackRock operates a pay-for-performance compensation philosophy and your total compensation may vary based on role, location, and firm, department and individual performance.

Our hybrid work model

Some business groups may require more time in the office due to their roles and responsibilities.
