About the position:

Data is at the heart of everything we do at ING. It powers how we measure risk, assess performance, and make decisions. To ensure we unlock the full value of our data, we must guarantee its completeness, accuracy, auditability, traceability, and protection.

With emerging trends such as digital wallets on the horizon and increasing regulatory expectations around data governance, CDO is evolving to meet these challenges head-on, ensuring our data remains both a strategic asset and a safeguarded resource.

The purpose of the Regional Data Office is to drive the execution of ING’s data strategy, implementing ING’s data governance frameworks, standards, and policies, including Data Management Control Standards (DM CS), models, reports, and EUC control standards, data protection, and Data & AI ethics over local data flows, models, reports, and data products. Regional Chief Data Officer leads local regulatory reporting on data management to regulators, ensuring BCBS239 compliance.

We are seeking a highly skilled and experienced Data Governance and BCBS 239 Expert to

contribute to the orchestration of the end-to-end work needed to increase the ING Americas compliance towards data controls, while, at the same time, help driving business value. You will work closely with the Regional Chief Data Officer (RCDO) and Data Governance/Data Protection Expert to strengthen governance policies and accelerate the implementation of data controls—such as standards for data management, reporting, and models—across the ING Americas organization. You will hierarchically report into the Regional Chief Data Officer/Lead Regional Data Office Americas.

About the department:

As COO Wholesale Banking Americas, we ensure our Wholesale Banking clients a superior customer experience with our scalable operations providing seamless, digital services, while staying safe & secure.

COO department focuses on Client Service Delivery (CSD), Financial Crime Prevention (FCP), Operational Design Control and Resilience (ODCR), and the Regional Data Office (RDO).

Responsibilities:

  • Implement global policies, control standards, and frameworks to meet the required control objectives, and develop local equivalent as needed.
  • Translate global regulatory priorities into local execution.
  • Manage the planning and delivery of BCBS 239 remediation effort within the BCBS 239 program, ensuring integration across deliverables.
  • Progress tracking through heatmap. Oversight implementation via dedicated metrics and dashboards.
  • Anticipate and balance the needs of multiple stakeholders, coordinate workshops and stakeholders’ meetings,
  • Apply global platforms (e.g., Collibra) to support data governance and operational efficiency. Monitor and review operations to ensure quality standards and desired results within area of responsibility are consistent with the overall strategy and mission.
  • Contribute to progress reports and updates on data governance related topics.
  • Maintain clear and accurate documentation for audit readiness.
  • Be a trusted advisor to the Data Community in ING’s ambition towards compliance by design.
  • Assist in preparation of presentations, training materials, knowledge-sharing sessions organized for the data community

Qualifications and Competencies

We are looking for a proactive, influential, detail-oriented and self-motivated professional who can work independently and can navigate complex, cross-functional initiatives with confidence.

You are a clear communicator, capable of balancing multiple priorities with clarity and confidence, simplifying technical concepts and fostering understanding across diverse stakeholders. You bring strong organizational skills, a strategic mindset, and the ability to inspire and coordinate teams toward shared goals. With a natural inclination for structured problem-solving and continuous learning, you take initiative, adapt to ambiguity, and build trust as a reliable advisor within the data community.

  • Bachelor’s degree or higher in Computer Science, Business Administration (with a focus on data management or compliance), or a related field.
  • Over 10+ years of professional experience managing data within a banking (FBO) or financial institution.
  • Strong knowledge of Fed, NYDFS, BCBS 239, and other regulations related to Data Management
  • Skilled in assessing current data practices to identify gaps and potential vulnerabilities.
  • Experienced practitioner able to work with minimum supervision and provides guidance as required on identifying, managing and controlling project-related changes.
  • Proven ability to work independently, prioritize tasks, and drive initiatives.
  • Easily adapt to a new environment and take responsibility to get the work done.
  • Strong teamwork and collaboration skills with experience working cross-functionally.
  • Excellent problem-solving, analytical, and leadership abilities.
  • Uses clear and effective verbal communications skills and provides technical guidance when required on expressing ideas, requesting actions and formulating plans or policies.
  • Communicate effectively with all relevant stakeholders
  • Collaborates with others to meet shared objectives and help shapes direction

It will be an advantage if you have the following experience:

  • Proficient understanding and experience in Wholesale banking business and/or operations and IT
  • Experience in Risk and/or Internal Control Management
  • Experienced with tools such as Collibra, Informatica, or Azure native data governance services.

Salary Range $168,000-205,000
