About the position:

The Vice President, TIPM & Operational Resilience Risk is a second-line role within Americas Non-Financial Risk. The role independently challenges and advises the First Line on the management of third- and intragroup-party risk, operational resilience, and business continuity, while supporting the organization in meeting applicable ING Group requirements and U.S. regulatory expectations. The role evaluates whether relevant risks and dependencies are appropriately identified, assessed, managed, monitored, tested, reported, and escalated, without assuming First Line ownership or execution responsibilities. The successful candidate will provide practical, risk-based guidance and well-evidenced risk opinions to strengthen governance, regulatory readiness, and sustainable risk management practices.

About the department:

The Non-Financial Risk function operates as the second line of defense, providing independent oversight, challenge, and advice to support effective First Line risk management. Within Americas NFR, this role works with local, Group, and hub stakeholders to support consistent application of ING requirements and alignment with applicable U.S. regulatory expectations.

Responsibilities:

  • Provide independent second-line oversight and challenge of the Americas TIPM, Operational Resilience, and Business Continuity programs, while advising the First Line on effective and sustainable risk management.
  • Support the organization in interpreting and meeting applicable ING Group requirements and U.S. regulatory expectations, identifying gaps and advising on proportionate enhancements without assuming First Line ownership.
  • Challenge whether third-party and intragroup arrangements are appropriately assessed and managed across criticality, concentration, subcontracting, continuity, substitutability, recovery, and exit risk.
  • Review and challenge the identification of critical business services and dependencies, business impact analyses, impact tolerances, continuity and recovery strategies, scenario exercises, testing results, lessons learned, and remediation.
  • Develop and execute risk-based second-line monitoring, thematic reviews, and targeted deep dives; document challenge, risk conclusions, management responses, actions, escalation, and follow-up.
  • Provide practical advice, risk opinions, and decision-useful reporting to senior management and governance forums on risk trends, control effectiveness, emerging risks, remediation progress, and matters requiring escalation.
  • Collaborate across the three lines of defense and with local, Group, and hub stakeholders; support regulatory examinations and audits and promote consistent, sustainable risk practices and knowledge transfer.

Qualifications and Competencies

  • Bachelor’s degree in risk management, business, finance, technology, or a related field; advanced degree or relevant professional certification preferred.
  • 5+ years of relevant experience in FBO in non-financial risk, operational risk, third-party risk, operational resilience, business continuity, audit, or a related financial-services discipline.
  • Strong knowledge of U.S. banking supervisory expectations related to third-party risk management, operational resilience, business continuity, technology and service dependencies, control oversight, and regulatory examinations.
  • Demonstrated ability to perform independent second-line review and challenge, provide practical advice, form defensible risk conclusions, and communicate material issues to senior stakeholders.
  • Experience evaluating third-party and intragroup arrangements, critical services, BIAs, continuity and recovery strategies, scenario testing, concentration risk, subcontracting, contingency, and exit planning.
  • Strong analytical, writing, stakeholder-management, and influencing skills, with the ability to translate complex regulatory and technical matters into practical business language.
  • Proficiency in Microsoft Excel, PowerPoint, and Word; experience with risk-management, third-party-risk, workflow, and reporting tools is preferred.
