THE OPPORTUNITY

We are seeking a Wealth Technology Book of Work Program Lead to serve as the central leader responsible for the management, coordination, planning, and strategic oversight of Wealth Management's technology Book of Work.

This is a transformational leadership role that serves as the central coordination point across Wealth Leadership, Technology, Finance, and Business Execution teams to ensure capital and resources are allocated, prioritized, tracked, and governed in alignment with Wealth Management's strategic objectives.

Acting as an independent partner and connector across business, technology, and finance, this leader owns the processes, routines, documentation, and governance frameworks that support investment planning and ongoing portfolio management. You will play a pivotal role in shaping how Citi Wealth invests in its future—ensuring disciplined capital allocation, transparent governance, and strategic alignment across a complex global organization.

This role requires a leader who combines deep domain expertise in wealth management with exceptional financial acumen and governance discipline—someone who can synthesize competing priorities, build trusted partnerships across senior stakeholder groups, and drive transparency and accountability across the full investment management lifecycle.

KEY RESPONSIBILITIES

Book of Work Governance & Management

  • Lead the centralized governance and management of the Wealth Management technology Book of Work across funded initiatives, sponsored programs, and allocated indirect expense
  • Own the annual and ongoing capital planning process for Wealth Management technology initiatives, including allocation strategy, prioritization frameworks, funding decisions, and resource trade-offs
  • Drive consistency, discipline, and transparency across the full investment management lifecycle—from planning and approval through execution, tracking, and reprioritization
  • Own and continuously improve the operating routines, governance forums, reporting processes, documentation standards, and decision-making materials related to the Book of Work and capital allocation process

Capital Allocation & Investment Planning

  • Coordinate prioritization of capital and technology resources throughout the year, balancing strategic initiatives, regulatory requirements, business priorities, operational needs, and capacity constraints
  • Oversee the tracking and management of ongoing spend against approved capital allocations, ensuring transparency into financial performance, delivery progress, risks, and emerging funding needs
  • Act as an independent central advisor to the Wealth Leadership team on capital allocation decisions, ensuring alignment with overall Wealth Management goals and disciplined investment governance
  • Connect business strategy, technology delivery, and financial planning by translating priorities and constraints across stakeholder groups

Strategic Initiative Leadership

  • Partner directly with Wealth Leadership, business heads, and business execution leads to coordinate investment priorities and translate strategic objectives into actionable technology demand and funding plans
  • Serve as the primary Wealth Management partner to Technology and Finance teams for Book of Work planning, spend tracking, prioritization, forecasting, and issue resolution
  • Support executive-level decision-making through clear reporting, portfolio analysis, prioritization recommendations, financial insights, and governance materials
  • Identify risks, dependencies, funding gaps, execution challenges, and prioritization conflicts across the Book of Work, escalating and resolving issues with senior stakeholders as needed

Risk Management & Compliance

  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients, and assets
  • Drive compliance with applicable laws, rules, and regulations, adhering to Policy and ensuring all governance and capital allocation processes meet regulatory requirements across U.S., EMEA, and APAC jurisdictions
  • Partner closely with Legal, Compliance, and Risk teams to ensure investment governance frameworks are designed and implemented with appropriate controls

Stakeholder Engagement & Communication

  • Serve as a key liaison between the Wealth Management COO organization and Wealth Leadership, translating business strategy into clear investment priorities and ensuring ongoing alignment on capital allocation and portfolio outcomes
  • Engage with senior business stakeholders, regional heads, Technology leadership, and Finance teams to understand evolving priorities, capacity constraints, and competitive dynamics
  • Present Book of Work strategy, capital allocation progress, portfolio performance, and key decisions to Citi Wealth senior leadership, including quarterly business reviews and investment governance forums
  • Articulate complex financial, operational, and strategic information to diverse business and technology stakeholders with exceptional clarity.

QUALIFICATIONS & EXPERIENCE

Required

  • 15+ years of relevant experience with a demonstrated track record of success in capital planning, investment governance, portfolio management, or COO/finance functions, particularly within wealth management, banking, or financial services
  • Previous experience in technology Book of Work management, capital allocation, or investment governance, with experience in wealth management highly preferred
  • Experience in expense management, financial tracking, and resource prioritization is highly preferred
  • Proven track record of leading centralized governance and coordination functions across complex, matrixed global organizations with multiple senior stakeholders and competing priorities
  • Strong influencing skills with a proven ability to lead and motivate teams in a dynamic, high-pressure environment while acting as an independent and objective advisor in capital allocation discussions
  • Excellent senior-level negotiation and communication skills, alongside advanced analytical capabilities and financial acumen for robust portfolio analysis and investment recommendations
  • Strong senior-level network across Citi lines of business and existing relationships with Technology, Finance, and Business Execution leadership
  • Exceptional strategic thinking skills, coupled with the ability to synthesize complex information into clear recommendations and decision-ready materials
  • Strong understanding of technology development lifecycles, project and program delivery, and technology portfolio management
  • Excellent oral and written communication skills, with the ability to articulate complex ideas to diverse audiences
  • Bachelor's/University degree in Finance, Business, Technology, or a related field required

Preferred

  • Master's degree or equivalent advanced professional qualification (MBA or advanced degree preferred)
  • Deep knowledge of wealth management businesses, operating models, strategic priorities, and the interplay between business strategy, technology delivery, and financial planning
  • Experience with capital planning and portfolio governance at leading wealth management and private banking franchises, including Morgan Stanley, Merrill Lynch (Bank of America), Goldman Sachs Private Wealth Management, or J.P. Morgan Private Bank
  • Demonstrated experience driving governance process design, operating routine optimization, and portfolio reporting within complex, matrixed global financial institutions
