Leads enterprise strategic sourcing, competitive procurements, subcontract administration, negotiations, compliance, risk management, reporting, process improvement, and team development. Advises stakeholders across proposals, finance, legal, compliance, and program teams while overseeing subcontract activities throughout the contract lifecycle. The role establishes procurement governance, improves operational consistency, supports audits, and manages complex supplier and subcontractor relationships.

Provides strategic and operational leadership for pre-award contracts, overseeing solicitation, negotiation, teaming agreements, compliance, risk management, process improvement, systems, reporting, and team development. Partners with senior leaders, funders, vendors, legal, finance, procurement, and program teams across federal, state, foundation, commercial, and international awards. Ensures adherence to FAR, Uniform Guidance, sponsor regulations, and internal policies while improving contracting efficiency and audit readiness.
