Leads multi-entity payroll operations, compliance, audits, reconciliations, systems, reporting, and payroll process improvement. Manages and develops the payroll team while serving as the organization’s payroll subject matter expert. Partners with HR, Finance, IT, and operational leaders to ensure accurate and timely payroll. Also evaluates and develops external payroll service offerings, including business models, client onboarding, technology, staffing, pricing, and governance.

Leads recruitment operations for a Workforce1 Career Center, managing and developing recruitment staff, executing sourcing and hiring strategies, and optimizing recruitment funnel performance. Uses workforce analytics, dashboards, forecasting, and key performance indicators to improve referrals, interviews, hires, validations, employer fulfillment, and candidate retention. Ensures compliance, data integrity, quality assurance, and contractual performance while collaborating with employers, workforce partners, and internal leadership.

Develops employer relationships and business opportunities for Workforce1 Career Centers across New York City. Conducts employer outreach, labor market research, networking, and partnership development; promotes Workforce1 services; identifies hiring needs; coordinates job orders with recruitment teams; maintains CRM records; tracks employer engagement, placements, and performance against targets.
