Provides legal research, policy analysis, legislative and regulatory tracking, public health legal guidance, contract and memorandum support, and regulatory compliance advice. The attorney may prosecute agency adjudications, advise on Health Code enforcement, FOIL, privacy, environmental health, and confidential information management. The role collaborates with public health teams, drafts policy and regulatory materials, and manages multiple legal projects. It is a hybrid, grant-funded position ending in November 2027.

Leads agency-wide financial systems implementations, upgrades, and technical enhancements. Translates business needs into technical solutions, coordinates stakeholders and vendors, queries financial databases, develops dashboards and automated reports, monitors data integrity and system workflows, provides technical support, and creates documentation and training for users.

Designs, delivers, and improves technical training enabling public health staff to use the Enterprise Data Platform. Teaches Databricks, SQL, R, Python, data analysis, workflows, and dashboards; develops training materials and supports hands-on labs. Coordinates cohorts, evaluates training effectiveness, supports trainer development, and collaborates with product, governance, and engineering teams. The role also develops the training roadmap, identifies emerging needs, and provides onsite support at least two days weekly.

Supports agency-wide emergency preparedness initiatives across planning, training, exercises, and evaluation. Manages special projects, coordinates Bureau units and stakeholders, tracks project progress, prepares summaries and presentations, recommends solutions, supports meetings and events, and provides updates to leadership. Responds to public health emergencies when called upon and may work non-business hours during emergencies.

Provides legal counsel on privacy, data security, cybersecurity, contracts, vendor agreements, incident response, compliance, and agency policies. Supports the Chief Privacy Officer, advises IT stakeholders, conducts privacy and security training, monitors applicable laws and standards, and participates in cross-divisional projects. Requires a JD, New York State Bar membership, at least two years of post-admission legal experience, and privacy or contract law experience.

Implement privacy-by-design and data risk management for DOHMH datasets: assess risks, apply mitigation (including differential privacy and synthetic data), operationalize confidentiality regulations, document methods, collaborate with stewards and engineers, and translate policy requirements into technical specifications and governance monitoring.

Manage full contract lifecycle for federally, state, city, and privately funded public health programs: negotiate scopes and budgets, monitor contractor performance and spending, ensure funder compliance (e.g., 2 CFR 200), provide technical assistance, conduct site visits, and complete closeout and final reporting.

Design, build, and maintain C#/.NET Core integration engines and ASP.NET Core microservices to process and validate HL7 orders/results, manage SQL Server/NoSQL data, implement CI/CD with Azure DevOps, deploy on Azure, troubleshoot message routing/transport, and collaborate with clinical teams to meet regulatory requirements.

Provide customer-facing case navigation and administrative support for vital records services, reviewing applications, processing documents, managing records retrieval, supporting burial desk inquiries, tracking escalations, ensuring records confidentiality, and contributing to records modernization and process improvement efforts.

Write and produce the NYC Health Commissioner's weekly internal newsletter and employee-facing content; conduct staff interviews; manage editorial and design production on weekly deadlines; support executive communications strategy, accessibility, and internal engagement for ~7,000 staff.

Develop and execute social media content strategy for the NYC Health Commissioner; create accessible, multilingual copy and multimedia; manage editorial calendars, rapid response workflows, cross-team coordination, and performance analysis to optimize engagement and advance agency goals.

Conduct policy research and analysis on city, state, and federal public health issues; monitor legislation and regulations; prepare briefings and presentations; coordinate cross-divisional policy work, meetings, and project workplans; maintain policy proposal repository; support agency leadership and lead special projects.
