POSITION SUMMARY:

HIAS seeks an Assistant Director, Costing & Pricing to lead budgeting, costing, and pricing across all funding streams, ensuring budgets are accurate, compliant, and strategically aligned with program design, donor requirements, and internal financial policies. The role strengthens organizational budgeting capacity while improving proposal quality, financial sustainability, and readiness for growth.

The Assistant Director partners with Finance and Program teams to develop standardized costing models, indirect cost recovery methodologies, and pricing assumptions that reflect the true cost of delivery. This includes supporting financial forecasting, risk analysis, and scenario planning, and translating program strategies into realistic, competitive, and compliant budgets across diverse geographies and implementation models.

Note, this position is based at our headquarters in Silver Spring, Maryland or our office in New York, New York, and we will consider a remote option for applicants who live outside of commuting distance to either of our offices and are based in other states in which we are registered (California, Colorado, Connecticut, Florida, Georgia, Illinois, Massachusetts, Michigan, New Jersey, Ohio, Pennsylvania, Texas, Virginia).

The salary range for this position is $87,750-103,000.

ESSENTIAL FUNCTIONS:

Strategic Costing and Work Planning

  • Conduct comprehensive, ongoing research to identify institutional funding opportunities aligned with HIAS’ programs and geographic footprint.
  • Lead the development of cost structures and pricing approaches across institutional, government, and private donor funding, ensuring alignment with HIAS’ strategic priorities and financial policies.
  • Analyze historical budgets, donor trends, and competitive considerations to inform cost assumptions and pricing strategies.
  • Support annual and multi-year work planning by advising on cost implications of program design, staffing models, geographic scope, and partnerships.
  • Maintain accurate and up-to-date budget records and costing data within HIAS’ Grants Management System.
  • Coordinate closely with Finance to ensure alignment between proposal budgets, financial systems, and reporting requirements.

Budget Development

  • Lead or support the development of budgets and budget narratives for funding opportunities of varying size and complexity, including multi-country, multi-partner, and consortium proposals.
  • Create standard budget templates that cover cost elements for all HIAS country and global offices.
  • Work closely with Program staff to translate program designs into realistic and compliant budgets, including staffing, operating costs, partner budgets, and cost recovery.
  • Advise proposal teams on budget trade-offs, cost efficiencies, and risk considerations during proposal development.
  • Support internal review processes by ensuring budget accuracy, version control, and timely completion of all cost-related materials.
  • Ensure all budgets meet donor requirements and internal HIAS policies prior to submission.
  • Participate in donor discussions or negotiations related to budgets and cost structures, as needed.

Capacity Building

  • Strengthen organizational capacity in budgeting and costing by mentoring Program and BD staff and providing hands-on guidance throughout the funding lifecycle.
  • Develop, adapt, and socialize budgeting tools, templates, and guidance that support consistency and efficiency across teams.
  • Support trainings and learning sessions on donor budgeting, cost recovery, and pricing principles for headquarters and field staff.
  • Contribute to continuous improvement by capturing lessons learned from submissions and awards and applying them to future budgeting practices.

QUALIFICATIONS & REQUIREMENTS:

  • Bachelor’s degree in Finance, Accounting, Economics, Business Administration or a closely related field, strongly preferred.
  • 6-8 years of direct experience in grant budgeting, cost proposal development, pricing strategy and donor compliance.
  • Experience leading or mentoring staff.
  • Advanced Excel skills required.
  • Excellent communication skills, with the ability to synthesize and present complex information clearly.
  • Highly organized, self-directed, and able to manage multiple tasks and deadlines in a fast-paced environment.
  • Strong interpersonal skills and an eagerness to collaborate across teams and functions.
