Civil Service Title- Civil Engineer 3
* IN ORDER TO BE CONSIDERED FOR THIS POSITION CANDIDATE MUST BE SERVING PERMANENTLY IN THE TITLE WITHIN DOT OR BE REACHABLE ON DOT'S PROMOTIONAL LIST.
Serves as Engineer-in-Charge in the Bridge Management Section of the Bureau of Bridge Maintenance, Inspection and Operations, Division of Bridges. The Division is responsible for maintaining the safety, reliability, and long-term serviceability of New York City's bridge infrastructure. Within the Division, Bridge Management plays a central role connecting inspection findings, load rating results, asset inventory data, deterioration modeling, and capital planning to identify structures requiring rehabilitation, replacement, posting, restrictions, or inclusion in future capital programs.
The selected candidate will lead the implementation, administration, and continuous enhancement of AASHTOWare Bridge Management (BrM) as the primary platform for bridge inventory, inspection data management, performance tracking, and asset management decision-making. This position will oversee the integration of BrM databases, analytical modules, and custom reporting tools to ensure accurate, efficient, and compliant bridge data workflows. The position provides critical engineering capacity to manage an aging and complex bridge inventory while meeting increasing demands for data accuracy, regulatory compliance, and data-driven project prioritization.
Typical tasks include:
Lead the use of BrM for bridge condition assessment, deterioration modeling, and life-cycle cost analysis to support maintenance prioritization and long-term capital planning strategies.
Review and analyze WNBI/NBI ratings, element-level condition state information, and inspection findings to prioritize bridges for future capital rehabilitation, component rehabilitation, or replacement projects.
Prepare scoping packages, engineering evaluations, and bridge prioritization lists to support budget discussions, project justifications, and technical summaries for management and OMB.
Maintain and validate bridge inventory, GIS/location information, and asset management records to ensure full compliance with National Bridge Inspection Standards (NBIS) and federal/state reporting requirements.
Generate BrM outputs, dashboards, and reports to support structural evaluations, load rating reviews (including LRFR/LFR), load posting, and operational decision-making.
Review consultant submissions, inspection reports, and engineering recommendations.
Provide technical guidance, training, standard procedures, checklists, and workflows for junior engineering staff on BrM functionality and data quality control.
Coordinate directly with Inspection Management, Load Rating, Heavy Vehicle Permitting, Budget and Scoping, and other Division units to ensure system integration and handle urgent operational reviews.
Preferred Skills
Strong civil/structural engineering background with advanced knowledge of bridge management principles, deterioration modeling, bridge inspection, design, or structural evaluation.
Familiarity with AASHTOWare Bridge Management (BrM), bridge databases, spreadsheets, GIS, and structural analysis tools (e.g., STAAD.Pro, LARSA is a plus).
Deep understanding of National Bridge Inspection Standards (NBIS), NBI/wNBI data formats, and element-level inspection data.
Proven ability to interpret structural plans, inspection reports, technical calculations, and consultant recommendations to convert data into practical engineering solutions.
Strong written communication skills for preparing technical memos and justifications, alongside the ability to coordinate effectively across multiple specialized units.

Qualifications

(1) Four (4) years of full-time, satisfactory experience in civil engineering work; and
(2) A valid New York State Professional Engineer’s License. Current New York State registration as a Professional Engineer must be maintained for the duration of your employment.

A masters degree in civil engineering from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) may be substituted for one year of the civil engineering experience required in “1" above.
Special Note:
In addition to above qualification requirements, to be eligible for placement in Assignment Levels II and III, individuals must have at least one year within the last three years of experience as a major contributor or a project leader on a complex project requiring additional and specific expertise in the disciplines needed to design or construct the project.
