Job Description

The Department of Cultural Affairs (DCLA) is dedicated to strengthening New York City’s vibrant cultural life by providing funding and support to New York City’s cultural community, including the 39 institutions that comprise the Cultural Institutions Group (CIG) and more than 1,100 non-profit cultural organizations that receive regular annual support. DCLA also manages a significant portfolio of cultural capital projects; provides free donated materials and supplies for arts programs and arts educators through its Materials for the Arts program; provides capacity building and technical assistance support to cultural groups; and commissions works of permanent public art through the City’s Public Art Program. This constituency represents a diverse array of organizations - including performing arts groups, museums, theaters, zoos, botanical gardens, visual arts and film centers, community-based organizations, and arts education programs – that are central to the life of communities in every corner of New York City.
The Department of Cultural Affairs is seeking to fill the position of Capital Projects Manager within its Capital unit. This unit is responsible for overseeing the administration of a multi-billion-dollar capital program, supporting the allocation of City capital funds for design and construction projects, as well as major equipment purchases at cultural facilities across the City. These facilities include a diverse group of internationally recognized and community-based organizations, such as performing arts centers, museums, theaters, botanical gardens, and wildlife centers. Projects range from the development of new performing arts venues to essential infrastructure improvements.
This role involves extensive coordination with multiple City agencies and active engagement with stakeholders across the cultural sector. Key responsibilities include developing and maintaining information database applications, analyzing projects for capital eligibility and feasibility, liaising closely with cultural organizations, and overseeing the design and construction of capital improvement projects.
The candidate selected for this position will play an active role in the design and construction of capital improvement projects. Responsibilities include assisting in the preparation of project scopes, understanding and clearly communicating capital eligibility requirements, participating in the selection of architects and contractors, monitoring design, and construction progress, tracking project status, conducting technical reviews, and coordinating with City agencies to ensure compliance with applicable legal requirements and policies.
The role also involves close collaboration with the more than 200 cultural organizations that receive capital funding from DCLA, as well as regular interaction with various City agencies involved in the construction process, including the Department of Design and Construction, the New York City Economic Development Corporation, the Department of Housing Preservation and Development, the Public Design Commission, and the Office of Management & Budget, in addition to the offices of elected officials.
This position requires working with a wide range of stakeholders, including organizational leadership, board members, and staff, to assess organizational capacity, evaluate management strategies for executing capital projects, and review proposals from cultural organizations seeking to expand, rehabilitate, or operate cultural spaces. The candidate will also collaborate with colleagues in the Capital Projects unit on the preparation and administration of the agency’s annual capital budget and various analysis and reporting.

Qualifications

1. Five years of full-time experience in planning, coordinating, budgeting, producing, organizing, administering or directing a cultural program or a cultural institution; or

2. Four years of full-time experience as a practitioner in any of the performing or visual arts plus at least one year of experience described in (1) above; or

3. A baccalaureate degree issued by an accredited college, including or supplemented by 24 credits in one of the visual or performing arts or in arts management plus one year of full-time experience as described in 1 above; or

4. Education and/or experience equivalent to "1" or "2" or "3" above. However, all candidates must have at least one year of experience as described in 1 above. Experience of a substantial nature will be considered on a pro-rated basis, if it is not full-time.
