Financial Crime Compliance - Government Sanctions Group, Vice President

Global Compliance prevents, detects and mitigates compliance, regulatory and reputational risk across the firm and helps to strengthen the firm’s culture of compliance. Compliance accomplishes these through the firm’s enterprise-wide compliance risk management program. As an independent control function and part of the firm’s second line of defense, Compliance assesses the firm’s compliance, regulatory and reputational risk; monitors for compliance with new or amended laws, rules and regulations; designs and implements controls, policies, procedures and training; conducts independent testing; investigates, surveils and monitors for compliance risks and breaches; and leads the firm’s responses to regulatory examinations, audits and inquiries. You'll be part of a team with members from a wide range of academic and professional backgrounds, such as Law, Accounting, Intelligence, Sales, and Trading. We look for those who possess sound judgment, curiosity, and ability to adapt to a changing regulatory landscape.

As part of Global Compliance, Financial Crime Compliance (“FCC”) is responsible for coordinating the Firmwide anti-financial crime program. FCC designs, develops, implements and oversees a wide range of systems and controls designed to prevent and detect money laundering, terrorist financing, insider trading, government sanctions violations, bribery, and fraud and other misconduct (including insider threat monitoring). FCC ensures compliance with applicable anti-money laundering, anti-bribery, and government sanctions regulations globally.

About the Role:

The Government Sanctions Group (“GSG”) within FCC is seeking a Sanctions Advisory Vice President. GSG ensures the Firm’s compliance with sanctions programs administered by the US Department of the Treasury’s Office of Foreign Assets Control (OFAC), the UK Office of Financial Sanctions Implementation (OFSI), part of His Majesty’s Treasury, the European Union, and other relevant sanctions authorities globally.

The ideal candidate would have 6 or more years of previous sanctions advisory experience at a global financial institution (or similar organization), proven time management skills, strong attention to detail, written and oral communication skills, investigative skills, and the ability to collaborate within a team. The Sanctions Advisory Vice President will serve as a subject matter expert on government sanctions regulations and assist in the identification and mitigation of sanctions risks across the firm’s lines of business.

Principal Responsibilities:

  • Working under the supervision of sanctions senior management, liaise with business, operations, and technology divisions to  provide expert guidance on sanctions matters, including but not limited to funds transfers, securities trades, complex transactions, and investment banking deals
  • Undertake assessments and investigations of sanctions matters, including escalations concerning US, UK, and EU regulations, and the preparation and submission of regulatory reports, internal assessments, disclosures and responses as necessary
  • Advise on sanctions regulations as they relate to the assessment of key controls within the broader sanctions compliance framework, including assessing impact to new and expanded business activity within the firm
  • Assist in managing regulatory and internal audit exams; engage with OFAC and other government agencies as necessary
  • Ensure metrics, deadlines, and record-keeping obligations established by sanctions management are met
  • Contribute to sanctions-specific and FCC governance forums (as applicable)
  • Enhance and deliver sanctions training to Goldman Sachs employees
  • Bachelor's degree, Masters degree or JD preferred
  • At least 6 years’ sanctions advisory experience at a global financial institution or relevant government agency
  • Substantive knowledge of US (OFAC) sanctions and experience directly advising first and second-line stakeholders on sanctions risks and control requirements; UK/EU sanctions experience a plus
  • Demonstrated analytical and problem-solving abilities, with the capacity to interpret complex regulatory guidance and apply it to real-time business queries
  • Strong written and oral communication skills, with the ability to synthesize large volumes of information and deliver clear, actionable recommendations under tight deadlines
  • Ability to handle multiple priority projects at once and deliver consistently high-quality results
  • Ability to be a self-starter and to ensure projects are followed through to completion
  • Team-oriented and willingness to provide guidance/mentorship to junior team members
