Design, build, and modernize reporting framework and financial system solutions using .NET/Blazor and Oracle/SQL Server integration. Analyze and enhance Crystal Reports, maintain CI/CD pipelines with DevOps, troubleshoot complex systems, and collaborate with stakeholders in an Agile/SCRUM environment to support Texas school districts.
This is a remote position.
The Developer/Programmer Analyst III will support the Texas Education Agency (TEA) on the development and enhancement of applications supporting Texas' 1,247 school districts. This role will design and develop a new reporting framework using .NET 9.0/10.0, Blazor, and other modern Microsoft technologies, while analyzing and enhancing existing complex reports built with Crystal Reports and integrated with Oracle databases. The Developer/Programmer Analyst will develop scalable, high-performance financial system solutions and collaborate with cross-functional teams, including DevOps, to maintain and enhance CI/CD pipelines and automation processes. Working within a SCRUM/Agile environment, the Developer/Programmer Analyst will participate in the full Software Development Life Cycle and provide innovative solutions to modernize and streamline existing legacy systems. This position requires close collaboration with multiple agency stakeholders to ensure the accuracy and efficacy of assigned components.
Responsibilities:
- Design and develop a new reporting framework using .NET 9.0/10.0, Blazor, and other modern Microsoft technologies.
- Participate in the full Software Development Life Cycle (SDLC) within a SCRUM/Agile environment.
- Analyze and enhance existing complex reports built with Crystal Reports integrated with Oracle databases.
- Develop scalable, high-performance financial system solutions with seamless Oracle database integration.
- Collaborate with cross-functional teams, including the DevOps team, to maintain and enhance CI/CD pipelines and automation processes.
- Provide innovative solutions to modernize and streamline the existing legacy project in alignment with business goals.
- Work across multiple agency stakeholders to ensure the accuracy and efficacy of assigned components.
- Troubleshoot and resolve system-level issues within complex environments.
- Support development and enhancement of applications serving Texas' 1,247 school districts.
- Apply modern design principles and best practices throughout the software development lifecycle.
Requirements
Minimum Qualifications: Candidates must meet all minimum qualifications.
- 8 years of experience with the Software Development Life Cycle (SDLC).
- 8 years of experience with Microsoft SQL Server, including T-SQL development, stored procedure optimization, database management, and performance tuning.
- 8 years of experience with data modeling.
- 8 years of experience applying software design principles.
- 8 years of experience using Bitbucket for version control.
- 8 years of experience with Entity Framework.
- 7 years of experience with Blazor Server and Blazor WebAssembly (WASM).
- 6 years of experience with Fluent UI.
- 5 years of experience deploying and managing HashiCorp Nomad and Consul on Windows infrastructure, including secure service orchestration, mTLS configuration, ACL management, and integration using tools such as NSSM for Windows Service compatibility.
- 2 years of experience with .NET 9.0/10.0 framework, C#, and Visual Studio.
Preferred Qualifications:
- 8 years of familiarity with project-specific tools such as JIRA, TEMPO, Bitbucket, and Confluence.
- 8 years of Agile/Scrum participation.
- 5 years of hands-on experience working with Teacher Incentive Allotment (TIA) programs, preferably within the Texas Education Agency (TEA) or K-12 education systems.
Additional Requirements:
- Must live in the United States.
- May be required to submit to and satisfy a criminal background check as authorized by Texas law.
- May require work outside normal business hours on evenings, weekends, and holidays as requested and pre-approved.
Work Location and Schedule
Location: William B. Travis State Building, 1701 North Congress Avenue, Austin, Texas 78701.
Schedule: Monday through Friday, 8:00 AM to 5:00 PM, excluding State holidays.
Work Arrangement: Telework.
