The Team You’ll Work With:
The Mayor’s Office of Immigrant Affairs (MOIA) was established in 1984 and incorporated into the New York City Charter in 2001 to promote the economic, civic, and social integration of immigrant New Yorkers, expand access to justice, and advance policies that strengthen immigrant communities across the city.
MOIA serves as a bridge between city government and immigrant communities by advising on and supporting the development and implementation of policies and programs that improve access to services for immigrant New Yorkers and speakers of other languages. The office partners with City agencies and community organizations to strengthen language access, expand equitable access to services, and advance initiatives that support immigrant communities citywide.

The Problems You’ll Solve:
The Director of Community Engagement is responsible for overseeing the day-to-day execution of MOIA’s community engagement, outreach, and constituent services work, ensuring that immigrant New Yorkers can access City services, receive accurate information, and remain connected to City government.
Reporting to the Deputy Commissioner for Community Engagement, the Director manages engagement and constituent services teams and ensures that outreach efforts are coordinated, responsive, and aligned with agency priorities. The role plays a key part in translating engagement strategy into consistent, on-the-ground execution across neighborhoods and populations.
Working across MOIA teams and with community partners, the Director ensures that engagement efforts are operationally strong, community-informed, and connected to broader policy, programmatic, and communications work.
Specifically, the Director of Community Engagement will:
- Oversee day-to-day community engagement, outreach, and constituent services operations.
- Manage engagement staff, including outreach, organizing, and constituent services teams.
- Ensure consistent and coordinated outreach across neighborhoods and populations.
- Support implementation of engagement strategies aligned with agency priorities.
- Oversee systems for responding to constituent inquiries and tracking issues.
- Strengthen relationships with community-based organizations and local stakeholders.
- Ensure community feedback is captured and shared with leadership to inform agency work.
- Support rapid response efforts to emerging issues affecting immigrant communities.
Key Responsibilities:
Community Engagement & Outreach
- Oversee execution of community engagement and outreach efforts across neighborhoods and populations.
- Ensure outreach is proactive, coordinated, and responsive to community needs.
- Support development and implementation of engagement strategies.
Constituent Services
- Oversee systems for responding to constituent inquiries and issues.
- Ensure timely, accurate, and culturally competent responses.
- Identify patterns in constituent needs and elevate key issues.
Community Partnerships & Relationships
- Build relationships with community-based organizations, advocates, and local stakeholders.
- Ensure engagement efforts are grounded in trusted partnerships.
- Support coordination with external partners to expand reach and effectiveness.
Cross-Team Coordination
- Work closely with policy, programs, and communications teams to align engagement efforts.
- Ensure community insights inform broader agency priorities and initiatives.
- Support coordination across City agencies as needed.
Team Leadership and Management
- Supervise engagement, outreach, and constituent services staff.
- Set clear expectations and ensure accountability for team performance.
- Support staff development and strengthen team capacity.
Rapid Response & Community Readiness
- Support community-facing response efforts during emerging issues.
- Ensure accurate information reaches communities through appropriate channels.
- Coordinate internally to align outreach and communications during high-pressure moments.
Flexibility and Additional Duties
- Support agency-wide priorities and emerging needs.
- Undertake additional projects as needed to support MOIA’s work.
About You:
The ideal candidate is an experienced manager with a strong background in community engagement, outreach, or constituent services, and a clear understanding of how to operate in a government or public-facing environment.
The successful candidate will be highly organized, responsive, and able to manage teams and operations while ensuring that engagement efforts are consistent, effective, and aligned with agency priorities.
They will be a strong manager and problem solvers, able to support staff, maintain relationships, and ensure that community needs are reflected in agency work.

Qualifications

- Bachelor's degree required.
- 5+ years of relevant experience in community engagement, public service, or a related field
