THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $110,067 - $135,000.00
THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF *ADMINISTRATIVE STAFF ANALYST.
The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.
The ACS Division of Financial Services (DFS) is responsible for supporting, planning, implementing, and monitoring the fiscal functions of the agency in accordance with City, State and Federal guidelines. The work of DFS includes managing the ACS budget; submission of monthly claims for revenue; processing of payments to provider agencies and vendors; monitoring the financial health of provider agencies through financial review and audits; maintenance of the ACS bank accounts; centralized oversight of ACS Child Welfare financial eligibility; and data maintenance for financial systems of record.
The Payment units within DFS are responsible for ensuring that all agency contract subsidy and administrative payments are issued to contracted vendors in a timely manner and in accordance with governing directives so that critical services are provided to children and families served by ACS. The Human Services Payments unit’s scope includes processing payments to 94 vendors on more than 300 contracts through the MOCS Procurement and Sourcing Solutions Portal (PASSPort). These programs are complex and require expedient processing of invoicing. Payment types include Preventive Agencies; Non-Secure Detention (NSD); Non-Secure Placement (NSP); NSP Aftercare; Limited Secure Placement (LSP), Community Partnerships; Parent Advocate, Child Welfare Consultant Contracts, and Discretionary Contracts. Payments processed by Payment Services total more than $1 billion annually.
The Director of PASSPort Data is responsible for running data reports on payments to contracted human services and administrative directed vendors through the PASSPort portal. The Director of PASSPort Data will report directly to the Executive Director and is responsible for ensuring the timely review and processing of invoices submitted through PASSPort. With considerable latitude for independent action or decision, the PASSPort Data Director will provide guidance to ACS staff on their provisioned role(s); provide technical assistance on areas impacting invoice movement within the standard workflow and ensuring the timely processing of invoices for issuance of payments.
The PASSPort Data Director will also provide administrative and supervisory oversight for the data management and monitoring of cycle times of invoice processing ; provide guidance and training on system usage as well as ensuring the issuance of payments to provider agencies and vendors through PASSPort are both accurate and issued timely while complying with Agency, State, and Federal regulations and meeting citywide directives and Procurement Policy Board rules requiring timely processing of invoices. In collaboration with all PASSPort Payments teams, the Director makes recommendations on the unit's procedures and practices, recommendations for improvements, evaluates and monitors tracking systems used for internal controls to ensure effectiveness and efficiency, and prepares monthly analytic reports as well as ad hoc data requests requested by supervisory/managerial staff by researching materials and composing responses in order to provide requested information.
The Director of PASSPort Data will utilize various ACS payment systems tools such as PASSPort, FMS3, ACSFMS, and Microsoft Suite to format templates and update spreadsheets in order to generate unit reports. This position is critical in ensuring the timely and accurate payments to providers/vendors.
The successful candidate will have strong quantitative analytical skills and coding expertise, with an ability to present thoughtful, coherent messaging on complex topics in compelling written, visual, and oral communication. Demonstrated familiarity with datasets, and a proven ability preparing reports to meet program deliverables.
Typical duties include but are not limited to:
- Oversee and supervise a team of PASSPort Payment and Efficiency Specialists.
- Learn and master the operation of the various data systems used to gather and report on payments in PASSPort.
- Perform analytics tasks using agency contracting, including running queries, conducting analyses, and developing reports using quantitative methods in an accurate, timely and clear presentation format.
- Extract, transform, and load of data from PASSPort, MS Access, Power BI, Financial Management System and other sources for analysis.
- Clean, validate, and reconcile data to ensure accuracy and consistency, implementing data quality checks and processes to maintain data integrity.
- Work on analytical projects aimed at enhancing prompt payments to health and human service/vendor contracts, utilizing data collection to reflect agency priorities.
- Conduct quantitative and qualitative analyses to identify trends, patterns, and areas to improve prompt payments for providers.
- Report on program performance indicators to the Mayor’s Office for Nonprofit Services and other executive stakeholders to inform decisions and policies.
- Provide end user training, documentation, and support for metrics and processes.
- Perform special projects, generating ad hoc reports and analyses as needed, including drafting talking points related to the program.
- Evaluate data for quality, accuracy, and utility and ensure that all analyses reflect evolving industry standards and techniques.
- Lead team members and collaborating to develop novel strategies for data and technical analysis.
- Liaises between ACS Divisions, City agencies, MOCS, vendors, contracted provider organizations, and other entities as appropriate.
- Work in close collaboration with the Payments team and other data and research, teams across the agency to build knowledge of data sets with a focus on initiatives prioritized by the mayor.
- Report all discrepancies and issues to the Executive Director.
- Perform special projects, generating ad hoc reports and analyses as needed, including drafting talking points and presentations, reviewing, and editing proposals or policies related to the program.

Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
