About PCDC

Quality primary care is transformative and a cornerstone of healthy, thriving communities. PCDC is a nationally recognized 501(c)(3) community development financial institution that provides capital financing, expertise, and advocacy to expand primary care access and advance health equity in the communities that need it most. Built on 30 years of experience, PCDC is a statewide convener and primary care expert that brings safety net providers together to develop the care models and business practices they need to remain strong, sustainable organizations.

About the Role

PCDC Solutions LLC is hiring a Grant Accountant to manage the financial side of our government funded contracts and awards. This is a Finance role. You will report to the Senior Director of Finance and engage in daily work with project leads in Consulting and Training.

You will keep grant budgets, spending, billing, and reports accurate and on time. You will decide whether costs are allowable, act when something looks wrong, and help move our payment and vendor processes out of email and into a system that can grow with us. The right person knows New York State contracting and Uniform Guidance well, makes sound calls, and likes improving how work gets done.

Key Responsibilities

Grant and Contract Financial Management

  • Keep financial records and accounting schedules for the state, federal, city, and other grants and contracts you are responsible for.
  • Track spending against approved budgets, funding restrictions, and contract terms, and manage the spend down of each contract.
  • Decide whether costs are allowable, allocable, reasonable, and properly documented under the applicable CFR and Uniform Guidance criteria. Your determination stands on its own, and you reject or flag costs that do not qualify.
  • Stop a transaction or payment when a concern comes up, ask program staff for a justification, and work with them on any budget modification request.
  • Track grant revenue, receivables, deferred revenue, restricted net assets, and cost sharing.
  • Reconcile grant accounts, prepare monthly grant financial reports, and complete closeouts and final reports on time.

Financial Reporting and Compliance

  • Prepare the financial reports required by federal, state, local, and private funders, including Consolidated Fiscal Reports (CFRs) and other New York State reporting.
  • Follow, and guide project leads on, Uniform Guidance (2 CFR Part 200), federal grant regulations, New York State contract requirements, GAAP, nonprofit fund accounting standards, and PCDC policies.
  • Watch for spending limits, reporting deadlines, matching requirements, and contract terms.

Reimbursement, Billing, and Revenue

  •  Prepare reimbursement claims, invoices, drawdowns, and other funding requests, and prepare vouchers for CFO signature.
  • Resolve billing and reimbursement discrepancies on your own, and escalate the ones that are material. Reconcile receivables, monitor collections, and keep supporting documentation for every request.
  • When needed, support billing for fee for service client engagements, working with project leads on billing schedules. This is cross team backup, not the main focus of the role. You will cross train with the rest of Finance so there is coverage when someone is out.

Accounts Payable and Process Technology

  • Move accounts payable and payments to partners, pass through recipients, and vendors out of email and into a workflow platform such as Procurify. Define the steps for requests, approvals, payment, and documentation.
  • Set approval rules and documentation requirements with Finance leadership and connect the platform to MIP Fund Accounting where possible.
  • Train Finance and program staff on the new process, and track whether it is working.
  • Recommend other tools or changes that let Finance and Consulting and Training work from one system as volume grows.

Budget Monitoring and Program Support

  • Help build and maintain grant budgets.
  • Prepare budget to actual analyses and variance reports.
  • Give program managers and project leads financial guidance on grant spending and compliance requirements.
  • Spot spending trends and potential budget or compliance concerns early, and act on them.

Audit and Monitoring Support

  •  Support annual financial statement audits, Single Audits, funder reviews, and monitoring visits.
  • Prepare audit schedules, grant reconciliations, and support documentation for the grants and contracts you manage and help prepare the Schedule of Expenditures of Federal Awards (SEFA).
  • Work with the Senior Director of Finance or the CFO on responses to auditors, funders, and regulators. You answer the financial questions, and program staff answer the programmatic ones.

Internal Controls and Process Improvement

  • Maintain internal controls for grant accounting and reporting, including the monthly quality review before closing.
  • Keep grant files complete and organized.
  • Find ways to improve accounting processes, reporting accuracy, and efficiency.
  • Support procurement and expenditure review with program and administrative staff.

Salary: $80,000 - $100,000; commensurate with experience.
