Job Description

The Division of Transportation Planning and Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists. TPM’s Administration Office provides support to ensure that sufficient resources are in place to perform these projects. TPM seeks an experienced analyst to support multiple priorities in a fast-paced environment to meet tight deadlines.
Under general supervision and with some latitude of independent judgement, the candidate’s responsibilities will include but not be limited to the following: Manage and coordinate grants for TPM Subdivisions; work with project managers to develop grant proposals/applications for funding; ensure division grant funded contracts have federal language and grant compliant; Coordinate grants modifications and spending plans for submission to Budget and respond to OMB Q&A; monitor grant project progress and prepare administrative actions such as time extensions and closeouts; provide support and coordination with multiple TPM operating budgets and financial plans; assist division with end of year budget exercises such as roll exercises, accruals and revenue projection; prepare quarterly claims and progress reports for submission to the agency’s Grants Administration. Additionally, selected candidate may be required to assist with procurement and management of division’s data collection contracts, including liaising with DOT project managers, NYMTC, NYSDOT, and other agencies and stakeholders. The position requires extensive coordination within TPM and with the agency’s Budget and Grants Administration.
Preferred Skills
Strong computer skills in Microsoft Excel, Word, Outlook, and Adobe Acrobat; Solid experience and knowledge of the city’s budget processes; Experience in submission of FTA and FHWA grant claims; knowledge and experience in the City's Financial Management System (FMS) and Info Advantage reports, PassPort and CHRMS reports; Good interpersonal and communication skills and abilities to work effectively and responsibly with internal and external parties for follow-ups and tasks completion.

Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
