Job Description

The New York City Taxi and Limousine Commission (TLC) is the City agency responsible for regulating for-hire transportation in New York City, including taxis, street hail liveries, high-volume for-hire services such as Uber and Lyft, black cars, luxury limousines, livery vehicles, commuter vans, and paratransit vehicles.
The TLC oversees a transportation ecosystem that moves nearly 1 million riders every single day the equivalent of the entire Boston transit system. TLC is the agency responsible for regulating New York City's taxicab and for-hire vehicle industry. With approximately 180,000 licensed drivers, 1,000 businesses, 115,000 vehicles including and the iconic yellow taxi at the heart of our city’s identity, TLC is entering a new era of dignity, accountability, and collaboration across the for hire vehicle sector. TLC continues to be on the front lines of a rapidly changing mobility landscape and our innovative efforts--whether requiring minimum pay for app drivers, ensuring wheelchair accessible service, making our licensed fleet more environmentally sustainable, working to eliminate traffic fatalities, or preventing discriminatory service--often serve as a model for other cities.

About the Role
According to the TLC Driver Feedback Survey, 40% of drivers do not believe they are treated fairly by app companies, bases, or fleets. As the regulator of the largest taxi and for-hire transportation system in the United States, the TLC is strengthening oversight of the businesses that impact drivers’ ability to work, monitoring economic stability, and promoting a fair and sustainable transportation system that recognizes drivers’ essential role in keeping New York City moving.
The TLC is seeking an Industry and Market Analyst to join the newly-created Industry Accountability unit to research and analyze industry and market trends across the taxi and for-hire vehicle sectors. In addition, the new unit will conduct investigations and analyze trends in driver complaints to identify emerging issues and areas where TLC should focus its regulatory, enforcement, and policy efforts to strengthen worker protections and promote driver dignity.
Reporting to the Executive Director, the analyst will develop and study economic models and forecasts to inform market and business conditions for taxis as well as app-based and traditional car services. The position will require engaging directly with drivers, fleet operators, and other industry-related businesses to gather quantitative and qualitative data to inform analysis.

Duties and Responsibilities
- Support the Executive Director in analyzing market conditions, regulatory compliance, oversight structures, investigations, industry data, and policy impacts.
- Develop and design audits, market analysis, and investigations of industry practices across taxi, high-volume for-hire companies (Uber and Lyft), traditional car services, and other TLC regulated businesses to identify practices that may adversely affect drivers’ earnings, working conditions, access to trips, or ability to participate fairly in the industry.
- Create and maintain financial models and forecasts for TLC-regulated industries to inform market conditions, identify trends, or changes that warrant further review or intervention.
- Translate economic and analytical findings into easy to understand memoranda, reports, and presentations for senior leadership.
- Consult and partner with internal cross-functional teams and external industry experts to achieve unit objectives and goals.
- Complete special assignments, tasks, and projects assigned by senior management as needed.

Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.
