Summary
The Brooklyn Navy Yard Development Corporation (BNYDC) is a not-for-profit corporation that serves as the real estate developer and property manager of the Yard on behalf of its owner, the City of New York. BNYDC strives to provide an environment in which innovative companies can take root and grow.
The Manager, Procurement & Contracts plays a key role in supporting capital real estate and infrastructure projects across the Brooklyn Navy Yard. Working closely with the Design & Construction, Property Management, Finance, and Legal teams, they will manage contract administration activities for professional services, construction, and vendor agreements tied to capital and operating projects. They will also focus on building out a structured Procurement function, developing and implementing cross-functional workflows and best practices.
Areas of Responsibility
Procurement & Solicitation
• Build out the organization’s first formal procurement function, designing & implementing protocols, workflows, SOPs, etc.
• Collaborate with internal departments to develop scopes of work, evaluation criteria, and procurement schedules
• Coordinate procurement timelines to align with capital project milestones and funding requirements
• Review vendor paperwork and confirm compliance with NYC Controller registration criteria
• Ensure operating expenses align with signed contract terms and conditions
• Track signed contracts in Yardi, receive board approval when exceeding permitted thresholds
• Check POs for accuracy and eligibility in accordance with signed contracts
• Analyze and provide information on vendors' and contractors' past performance, financial status and other factors which might affect delivery, timeliness, or quality of contracted goods and services
• Produce and submit periodical reports to NYC and other reporting agencies
• Ensure all procurement activity is accurately added and updated in PASSPort
Contract Administration
• Coordinate contract registration activities and documents for assigned projects and programs. Collaborate with multiple stakeholders, including BNY capital budget director, project managers, senior management, and other City agencies
• Process contract documents using the City’s Financial Management System (FMS2/3)
• Review project contracts, change orders, amendments, and payments for construction, design, and consultant services
• Submit funding drawdown requests and track available funding for each project
• Submit complete registration packages to NYC Small Business Services (SBS)
• Monitor contract registrations and maintain comprehensive registration tracking
• Register sub-contracts with the Comptroller’s Office
• Guide internal staff through the City’s contract registration processes
• Update internal accounting system (Yardi) with project contract information
• Manage the registration of BNYDC’s Master Contract, including working with NYC Small Business Services (SBS) and the Comptroller’s Office to ensure timely execution
• Initiate and track Vendor Name Checks (VNCs) for all vendors ahead of contract registration; monitor VNC validity periods and ensure timely renewals
• Collect and review all required insurance documentation from vendors, including certificates of insurance, broker certifications, workers’ compensation, and disability coverage, prior to contract submission
Required Skills and Abilities
• Ability to meet deadlines on multiple projects and provide timely progress reports
• Strong written and verbal communication skills
• Excellent organizational skills & attention to detail
• Proficiency in Microsoft Office Suite, specifically Excel
• Experience with the NYC’s FMS2 and FMS3 systems and PASSport system preferred
• Experience with Yardi preferred
• Bachelor’s degree required
• 3-5+ years of experience in procurement, supply chain, contract administration, or a related field
• New York City capital budgeting and contract registration experience preferred
