Your Role

OUTFRONT Media is seeking a strategic, detail-oriented, and highly collaborative Manager of Talent Operations & Performance Enablement to help drive the effectiveness of our talent programs and employee development initiatives. This role plays a critical part in shaping how we support performance, leadership growth, learning, and talent development across the organization.

As a key member of the Talent Management team, you will partner closely with HR Business Partners, People Operations, HRIS, Sales Enablement, business leaders, and external vendors to deliver scalable programs that enhance employee performance, leadership capability, and organizational effectiveness. From performance management and talent reviews to learning operations, workforce analytics, and digital learning experiences, you will help ensure our talent strategies translate into meaningful business outcomes.

Beyond managing core talent processes, this role offers the opportunity to influence how we leverage data, technology, and employee insights to improve the manager and employee experience. You'll help drive continuous improvement across talent programs, build executive-ready reporting and dashboards, and develop innovative learning solutions that support career growth and business success.

Key Responsibilities
•    Partner with HR Business Partners, People Operations, HRIS, Sales Enablement, business leaders, and external vendors to execute and continuously improve Talent Management programs that support employee development, leadership effectiveness, and organizational performance.
•    Drive the successful delivery of key talent initiatives, including performance management, goal setting, employee check-ins, talent reviews, succession planning, leadership development, employee engagement, and learning programs.
•    Manage project plans, timelines, communications, governance processes, and stakeholder engagement activities to ensure talent programs are delivered effectively and on schedule.
•    Support the performance management process by coordinating program execution, platform readiness, communications, reporting, and resources that help managers and employees navigate performance conversations, feedback, and development planning.
•    Develop and maintain practical tools, guides, learning resources, and enablement materials that strengthen goal setting, coaching, career development, leadership effectiveness, and employee growth.
•    Build and maintain dashboards, scorecards, and recurring reports that provide insights into talent program participation, effectiveness, workforce trends, employee development, and organizational performance.
•    Analyze talent data and translate findings into actionable recommendations that support decision-making, workforce planning, leadership development, employee experience, and business performance.
•    Partner with cross-functional stakeholders to ensure talent data, reporting, and processes are accurate, scalable, and aligned with broader business and workforce objectives.
•    Lead Learning Management System (LMS) administration and learning operations, including audience management, course assignments, reporting, content governance, and learning records management.
•    Design and develop engaging digital learning experiences, including eLearning modules, learning paths, microlearning content, job aids, toolkits, and performance support resources that enable employees and leaders to succeed.
•    Collaborate with subject matter experts and business partners to transform complex information into practical, user-friendly learning solutions that support business needs and employee development.
•    Monitor learning program adoption, engagement, completion, and effectiveness using LMS reporting and analytics to drive continuous improvement.
•    Serve as a primary point of contact for talent technology platforms and external vendors, managing relationships, deliverables, reporting requirements, system enhancements, and ongoing optimization efforts.
•    Partner with HRIS and vendors to support system configuration, testing, implementation activities, data integrity, reporting enhancements, and user experience improvements.
•    Identify opportunities to streamline processes, leverage automation, improve reporting capabilities, and enhance the overall employee and manager experience across talent programs.
•    Stay informed on emerging trends, technologies, and best practices in Talent Management, learning, leadership development, performance enablement, and employee experience to bring innovative ideas and solutions to the organization
•    Take on additional projects and responsibilities that support Talent Management priorities while creating opportunities for continued professional growth and development.

What Will Help You Succeed
•    5+ years of experience in Talent Management, Talent Operations, Learning & Development, Organizational Development, HR Program Management, or related Human Resources discipline
•    Bachelor’s degree in human resources, Organizational Development, Business Administration, Psychology, Learning & Development, or a related field, or an equivalent combination of education and experience preferred
•    Experience supporting enterprise talent programs, including performance management, talent reviews, succession planning, leadership development, employee engagement, and learning initiatives
•    Strong project management, stakeholder management, and cross-functional collaboration skills
•    Experience developing dashboards, reports, scorecards, and talent analytics that support business and workforce decisions
•    Experience administering Learning Management Systems (LMS) and supporting learning operations
•    Demonstrated experience designing and developing digital learning content, eLearning experiences, or instructional materials
•    Proficiency with Microsoft 365 applications, including Excel, PowerPoint, Word, Outlook, Teams, OneDrive, and Copilot
•    Experience working with HR technology platforms, talent systems, learning platforms, survey tools, or performance management solutions
•    Exposure to Workday, SuccessFactors, Cornerstone, Degreed, Culture Amp, Qualtrics, 15Five, or similar platforms is a plus
•    Knowledge of instructional design, adult learning principles, change management, or learning technologies is helpful
•    Experience in media, advertising, sales-driven, or other fast-paced, growth-oriented organizations is preferred
•    Experience leveraging automation, AI-enabled tools, and digital solutions to improve processes, reporting, learning, or employee experiences is a plus.

The salary range for this role is $135,000-$150,000 per year. This role is also eligible for incentive compensation. Compensation is determined during our interview process by assessing a candidate’s experience and skills relative to internal peers and market benchmarks evaluated for the scope and responsibilities of the position.   Please note that the foregoing compensation information is a good-faith assessment associated with this position only and is provided pursuant to the New York City Salary Transparency Law.
