DESCRIPTION 

As a part of our Federal Leadership Team, the National Market Lead-Transformational Solutions will develop, implement, and manage Michael Baker International’s enterprise strategy for growth related to the Federal client’s use of non-FAR/non-traditional procurement methods and emerging technology. The successful candidate will report to the Executive Vice President, Federal Programs.  They will work alongside and in collaboration with our team of agency-focused National Market Leads (NMLs), National Practice Leads, the Proposal Development Team, and operations leadership to grow our Defense and other Federal market business with a focus on positioning the firm for successful pursuit of opportunities solicited via non-traditional procurement channels like Other Transaction Agreements (OTA) and Progressive Design Build (PDB). They will create and be responsible for the implementation of strategic business development plans to expand the firm’s services to achieve better alignment with client needs and procurement strategies. This will include identifying and aggressively pursuing new market opportunities and expanding the firm’s existing relationships within the market. In addition to driving business development efforts, the National Marker Lead – Transformational Solutions will work with other NMLs, NPLs, Program Managers, and project delivery teams to guide and monitor execution of contracts to ensure delivery excellence and drive profitability. 

Develop and Implement Federal Strategy  

  • Develop and manage short- and long-term goals related to the Federal client’s use of non-traditional procurements and routinely report progress to leadership. 
  • Collaborate with other NMLs to anticipate, identify, track, and prioritize opportunities, focusing primarily on opportunities related to emerging technology solutions and those likely to be solicited via non-Traditional procurement channels. 
  • Research market trends and routinely communicate with key clients to understand their needs, preferences, upcoming programs, projects, and procurement strategies. 
  • Identify critical opportunities and work with the Federal and Operations teams to position Michael Baker for successful pursuit. 
  • Identify key decision makers for the Federal programs and contracts of interest and develop and/or maintain active relationships to achieve “trusted advisor” status. 
  • Work with NMLs and Client Account Leaders to promote awareness of and drive work to existing contracts for opportunities solicited via traditional procurement channels. 
  • Lead and/or support development and sustainment of Client Account Plans to position the firm to capture more Federal work. 
  • Develop external teaming arrangements and partnerships to include identifying, selecting, and recruiting JV partners, subconsultants, and protégé partners. 
  • Represent Michael Baker and its services through engagement with industry organizations (SAME, etc.) and other Federal or Federal-adjacent industry events.   

Lead Capture for Opportunities Solicited via Non-Traditional Procurement Channels  

  • Proactively research and identify opportunities to be solicited via non-traditional procurement channels. 
  • Lead Go/No-Go analysis and decision making for identified opportunities. 
  • Work with Operations and Proposal Development to identify and select proposal managers and capture teams. 
  • Fully engage on key federal pursuits.  Lead the capture efforts to include gap analyses, competitive assessments, discriminators and key win themes, and overall win strategy and value proposition. 
  • Drive and oversee execution of capture plans aimed at increasing the win probabilities for targeted pursuits. Develop and curate messaging and content for  

Provide Operational Support 

  • Work with Operations to identify Program and Project Managers for key opportunities. 
  • Routinely assess the firm’s strengths and identify areas for improvement and continuously monitor program risks and collaborate with Operations to address and mitigate them.  
  • Monitor and guide execution of Federal work to ensure all work is delivered in accordance with Michael Baker and client standards. 
  • Collaborate with Operations to obtain accurate and timely reports of program status throughout contract life cycles. 
  • Recommend areas for talent growth in order to be prepared for future success in  Federal markets. Collaborate with Operations to identify candidates for key roles.  
  • Ensure project and program managers are working collaboratively with their government counterparts to shape and obtain past performance documentation (e.g. CPARS). 

PROFESSIONAL REQUIREMENTS 

  • Bachelors Degree in Engineering or Architecture from an accredited program; advanced degrees preferred 
  • 20 years of experience capturing DoW work; or equivalent combination of experience in managing delivery of large-scale DoW programs (MILCON, Civil Works, etc.) 
  • Certification as a Professional Engineer (PE), Registered Architect (RA) or Project Management Professional (PMP) is desirable  
  • Ability to access secure sites by being a U.S. Citizen  
  • Possess DOD Secret Security clearance or have the ability to obtain one  
  • Previous working relationships with the Air Force, Space Force, U.S. Army Corps of Engineers, and Naval Facilities Command. 
  • Ability to work as a team member in cooperation within, and across technical disciplines  
  • Experience with significant programs in Military Construction (MILCON), Sustainment, Restoration and Modernization, Base Operating Support, Environmental Compliance, National Environmental Policy Act and other environmental laws and regulations, Military Master Planning, Geospatial Information Technology, Cybersecurity, or related projects or programs  
  • Experience with marketing professional services related to engineering, planning, design and construction  
  • Possess excellent public speaking and written communication skills; strong interpersonal skills; and the ability to clearly and effectively present complex information to all levels of senior leadership, employees, management, clients and public officials 
  • Knowledge of the budget process, contracting regulations (including IDCs, OTAs, and IGSAs), regulatory issues, and key players within the DoW 
  • Experience in formulating and implementing successful business capture plans for major sales prospects  
  • Proficiency with Microsoft Office  
  • Preferred locations for this role is San Antonio TX. 

COMPENSATION

The approximate base compensation range for this position is $174,000-$293,000. This compensation range is a good faith estimate for the position at the time of posting. Actual compensation is dependent upon factors such as education, qualifications, experience, skillset, and physical work location.
