About the Role:
As the Director for Growth & Partner Analytics in the Actuarial Team, you will both execute and lead the risk management and technical analysis supporting Cityblock as we rapidly expand with different partners to serve distinctly different populations across multiple geographies. You will also be responsible for continuing to refine and standardize our contracting approaches across partners.
Bringing your experience to Cityblock, you will lead the expansion and refinement of standard analytics, modeling and underwriting of Growth opportunities. In your role, you will work closely with peers and leaders from across the business, including Growth, Finance, Analytics, and Market Implementation.

  • You will help develop relationships with your counterparts in our health plan partners and potential partners and work closely with them to identify the populations most appropriate for the Cityblock model, and to set expectations on joint monitoring of Cityblock's impact on our partner's financial performance
  • You will work with the Growth team to evaluate alternate contract designs, and identify different approaches for Cityblock to share in partner risk and the value created for our partners.
  • You will work closely with the Implementation team to help inform market-specific adjustments to the Care Model, and with Finance and the actuaries on the Valuation and Performance team to establish expectations for contract performance and to create initial risk budgets for markets.
  • You will work with the Clinical and Analytics teams to bring best practices for understanding our existing members to the Growth and Underwriting team. Additionally, during implementation you will collaborate with this team to inform their Analytics and set expectations for Trend and opportunity reporting.

Requirements for the Role:

  • You have an actuarial background with 7+ years of industry experience. Your experience will include direct prior experience in partner/provider analytics, payer-provider contracting, or Value-based care..
  • You have experience working with Medicare and/or Medicaid programs, and an understanding of the drivers of revenue and margin under these programs
  • You have deep experience with healthcare claims data. You have the flexibility to work with non-standardized data sets from partners and exhibit an appreciation for selection bias that may be introduced through the data generation process.
  • You are fluent in SQL, and enjoy some hands-on development of analyses. You have exhibited the ability to articulate risk and to value trade-offs.
  • You have a track record of working in cross-functional teams, a proven capability of communicating detailed technical analyses to technical and less technical audiences, and extracting salient insights for business partners. You enjoy a dynamic environment and are able to make progress on multiple projects at the same time.
  • You enjoy developing and growing a team. You have a continuous improvement mindset that drives innovation to identify and implement incremental efficiencies over time.

How We Define Success:

  • In 30 days...
    • Develop familiarity with the existing data, tool and processes used by the Growth and Underwriting team. Gain an understanding on Cityblock's existing contract structures and Care Model operation.
    • Form relationships with your partners across your different stakeholders
    • Review and/or tailor the action plan for delivering on Quarterly OKRs
    • Get introduced to partners on some mid-pipeline deals and get read-in on current status for these.


  • Ongoing...
    • You and your team partner with the Growth and Finance functions to evaluate opportunities associated with new market entry and/or market expansion.
    • You have built a scalable solution for Cityblock to perform analytics based on benchmark and partner data to validate opportunities and support delivery and risk model selection. You have helped establish a culture of continuous improvement within the team.
    • You are adept at identifying and communicating market-specific risks, and quantifying potential impacts. You are comfortable outlining risk-growth trade-offs.
    • You provide Cityblock leadership with consistent, balanced summaries of findings to support contracting decisions. You are an active contributor to shaping and supporting negotiation strategy.
    • You work with Data, Finance, Analytics, and other Actuarial teams to support new partner implementation, to communicate insights from contracting, and to help develop expectations for contract financial performance.


Nice to Have, But Not Required:

  • Prior experience working in a high growth, start-up environment
  • Bachelor's degree in Actuarial Science, Mathematics or Data Analytics/Science
  • Tableau experience
