We are looking to hire a Principal Technical Program Manager for the Office of the USCI CTO  to translate our client’s business requirements into specific systems, applications, or process designs for very large complex technology solutions and architectures. You’ll act as an advocate for the client as the ultimate authority on the architecture designed to address client business problems. You’ll provide direction for design activities, often project-based, that drive the evolution of Microsoft's outcome-based solutions approach. You will be leading strategic initiatives that unite customer insight, technical expertise, AI innovation, and operational execution. Partnering closely with customers and industry teams to embed co-engineering and co-innovation practices, accelerate digital transformation, and scale AI adoption that delivers measurable business outcomes.

Responsibilities
  • Identify and drive strategic opportunities across products, platforms, and business functions to accelerate innovation and business impact.
  • Partner with customers, executives, engineering, and business leaders to understand needs, uncover gaps, and shape long-term strategy.
  • Leverage data, telemetry, automation, and AI-driven insights to identify trends, validate hypotheses, and inform decision making.
  • Define program vision, priorities, success metrics, and roadmaps for complex cross-functional initiatives.
  • Lead business case development, risk management, and tradeoff discussions to drive executive alignment and investment decisions.
  • Design and influence scalable solutions, operating models, and technical architectures in partnership with engineering and solution teams.
  • Drive execution of large, cross-organizational programs from concept through delivery, ensuring alignment, accountability, and measurable outcomes.
  • Establish and optimize processes, governance models, and operational rhythms to improve efficiency and reduce organizational friction.
  • Partner across engineering, product, security, design, marketing, and field teams to deliver integrated customer and business solutions.
  • Use AI and automation to streamline program management, reporting, insights generation, and operational decision making.
  • Monitor business and solution performance through KPIs, customer feedback, and telemetry, translating insights into continuous improvement actions.
  • Lead customer engagements, executive briefings, workshops, and strategic conversations to influence product direction and business priorities.
  • Champion responsible AI, security, privacy, compliance, accessibility, and quality standards across all initiatives.
  • Mentor and coach program managers and cross-functional teams on strategic thinking, problem solving, execution excellence, and data-driven decision making.

Qualifications

Required/minimum Qualifications

  • Bachelor's Degree AND 6+ years experience in engineering, product/technical program management, data analysis, or product development
    • OR equivalent experience.
  • 3+ years of experience managing cross-functional and/or cross-team projects.

Preferred Qualifications

  • Bachelor's Degree AND 12+ years experience engineering, product/technical program management, data analysis, or product development OR equivalent experience.
  • 8+ years of experience managing cross-functional and/or cross-team projects.
  • 4+ years experience with AI specific development and programs.
  • 5+ years experience with cloud infrastructure.
  • 5+ years customer facing delivery experience.
  • 3+ years experience specific to application development.
  • Advanced working knowledge of enterprise security practices.
  • Inclusive and collaborative – driving teamwork and cross-team alignment. 
  • Strong partner relationship management and solution development skills. 
  • Conversant knowledge of competing platforms and solutions.   
  • Proven track record of building deep relationships with CXOs and practice building executives in ISV, MSP, CD and SIs. 
  • Executive presence including communication and presentation skills with a high degree of comfort to large and small technical audiences. 
  • Proficient Problem solver, leveraging internal and/or external resources, conflict resolution, and follow through with partners.   
  • Orchestration of application development lifecycle. 
  • Experience in vertical industries, proven by projects/solutions implemented with substantial business processes covering Financial and Insurance, Manufacturing, Consumer Goods, Healthcare/Life Sciences, Retail, or other business to consumer industry scenarios. 
  • Demonstrable architecture, design, implementation, and/or support of complex application architectures 
  • Demonstrated ability to adapt to new technologies, learn quickly, and understand relevant cloud trends is required. 

Technical Program Management IC5 - The typical base pay range for this role across the U.S. is USD $142,800 - $274,800 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $188,000 - $304,200 per year.
