Position Summary

We are seeking an experienced and creative Technical Program Manager - Remote (on-site travel as needed) - to join our dynamic program team. As a Technical Program Manager at Clarity Innovations, you will play a pivotal role in the development and success of the team products and projects. You will act as the bridge between our stakeholders, SOCOM development and program teams, and end users; to ensure the delivery of high-quality products and projects that meet both business and customer needs. This role requires a strategic mindset, unrelenting communication skills, and a passion for driving program excellence. 

The Technical Program manager will work as an integral part of the team toward the following established overall goal: Building, expanding, and sustaining a resilient distributed command and control architecture leveraged across the cloud platform, gateway routing, cross-domain mechanisms, and USSOCOM programs of record.

Key Responsibilities:

Own the Program Vision: Clearly define and articulate the long-term vision and goals/deliverables for the program, aligning them with the overall mission support strategy and follow-on field support plan. Tell a compelling story for audiences of all levels including senior executives and commanders. Establish the program’s vision, strategy, outcome-driven integrated roadmap, and product/project/program backlog; including (1) sensor integration efforts, (2) resilient gateway routing solutions, (3) tactical data management, and (4) DevSecOps/cybersecurity/cloud support.

Facilitate and Communicate: Drive the narrative in both verbal and written communication. Facilitate meetings with team members and stakeholders, communicating effectively at the senior, most executive levels, using methods your audience will participate in. Communicate the program vision, strategy, integrated roadmap, and backlog to different audiences with a tailored message they will understand to ensure deliverables meet performance measures, on time, and within scope.

Decision Making and Problem Solving: Make timely and informed decisions on program supported features, scope, and priorities based on input from stakeholders, expert analysis, and feedback. Identify pain points and opportunities for the team and be proactive in actioning towards resolutions.

Work Prioritization: Lead and influence a balanced cross-functional team in daily activities to execute against a vision. Maintain and prioritize the program backlog, ensuring that it reflects the highest mission value and is aligned with the program vision.

User Story Creation: Document and package detailed operational requirements and experiences. Write clear and detailed user stories with acceptance criteria to communicate product/project requirements to the development team. Champion user-centered design philosophy within the internal product/project team and externally with customers. Collect requirements and manage the requirements traceability matrix for each project within the program. 

Strategic Stakeholder Communication: Act as a bridge between stakeholders and the development team, ensuring that stakeholders' needs and expectations are understood and incorporated into the program backlog. Communicate sophisticated ideas, anticipating potential objections, and persuading others, often at senior levels, to adopt a different point of view.

Minimum Experience Requirements: 

  • Bachelor’s degree in a relevant field (Business, Computer Science, Engineering, etc.)
  • At least 10 years of relevant work experience in Program/Product Management.
  • Strong understanding of Agile development methodologies.
  • Strong understanding of Lean Project Management principles.
  • Excellent communication and interpersonal skills.
  • Experience with leading projects/programs from idea to market/IOC to FOC
  • Experience with user-centered design, concept and usability testing, and other research methods
  • Experience in stakeholder management, communication, and presentation
  • Experience working in a balanced team to build, measure, and learn
  • Experience working in a rapid and iterative development environment 
  • Experience balancing customer and user feedback to create a desirable solutions
  • U.S. Citizenship: Must be eligible to hold a Common Access Card (CAC), and Secret security clearance is required

Preferred:

  • Knowledge of US Air Force emerging technologies
  • Experience providing input on program decisions through user research, customer development, and iterative feedback loops
  • Experience in the design and/or development of full-service applications

Salary Range: $108,000 - $267,000

Pay Range

The posted pay range reflects the anticipated base salary range for this position and is provided to give candidates a general understanding of the compensation opportunity. The actual salary offered will be determined based on the requirements of the position and a variety of job-related factors, which may include geographic location, applicable Federal Government contract labor categories and wage rates, relevant experience, skills and competencies, education, certifications, and the scope and responsibilities of the role.

Because this position may be performed in multiple locations and may be subject to different contract requirements, the salary ultimately offered may vary based on the applicable location and contract. The posted range is not a guarantee of a specific starting salary or an indication that an offer will be made at any particular point within the range.
