Responsibilities

Peraton is seeking a Product Management SME to serve as the accountable leader for planning, delivering, and optimizing cloud-based products and services that supports a federal civilain agency's mission to provide reliable, secure, and user centered financial aid solutions. This role ensures that cloud capabilities, digital services, and modernization initiatives are aligned with the federal civilian agency’s strategic objectives, comply with policies, and meet all federal security, accessibility, and performance requirements.


The Product Management SME provides direction across the full product lifecycle, ensuring that cloud solutions are scalable, resilient, cost optimized, and responsive to the needs of students, borrowers, institutions, and internal federal civilian agency stakeholders.


This opportunity will support the modernization of a large-scale multi-tenant cloud ecosystem, providing critical enterprise-wide support for more than 40 million users in a complex stakeholder environment. This position requires senior level leadership skills combined with modern cloud and industry leading technical capabilities including product development, strict security compliance, latest technology cloud solutions, reliable application delivery with SaaS and Artificial Intelligence integrations and rapid continuous delivery.   


Core Responsibilities

  • Product Strategy & Mission Alignment: Develops and maintains a product vision and roadmap that supports the federal civilian agency’s cloud modernization strategy, Zero Trust objectives, and enterprise architecture standards. Ensures product decisions align with the federal civilian agency’s governance frameworks.
  • Cloud Requirements & Backlog Management: Translates federal civilian agency mission needs, regulatory requirements, and user research into actionable cloud product requirements, epics, and user stories. Prioritizes the backlog using data driven methods that balance compliance, security, performance, and cost efficiency.
  • Lifecycle Management & Compliance Oversight: Oversees the full lifecycle of cloud-based products, from discovery and design through deployment, operations, and continuous improvement. Ensures adherence to federal and the civilian agency’s requirements including FISMA and FedRAMP security controls, Section 508 accessibility, Privacy Act and data protection standards, records management and data retention policies, and cloud cost management and optimization guidelines.
  • Performance Monitoring & Continuous Improvement: Defines and tracks KPIs related to cloud performance, availability, user experience, and cost. Uses analytics and operational data to drive iterative improvements and ensure service level compliance.

Leadership and Collaboration

  • Cross Functional Leadership: Leads multidisciplinary teams including cloud engineers, cybersecurity specialists, UX designers, data analysts, and operations personnel. Facilitates Agile ceremonies and promotes a culture of iterative delivery consistent with the federal civilian agency’s Agile and DevSecOps practices.
  • Stakeholder Engagement: Serves as the primary liaison between federal civilian agency program offices, enterprise IT, cybersecurity, privacy, and external partners. Communicates product status, risks, dependencies, and mitigation strategies to the federal civilian agency’s leadership and governance bodies.
  • Interagency & Vendor Coordination: Coordinates with cloud service providers, integrators, and third-party vendors to ensure compliance with SLAs, FedRAMP requirements, and ED contractual obligations. Ensures alignment with federal digital service standards and OMB cloud first/cloud smart policies.
  • Change & Adoption Management: Supports organizational readiness, training, and transition activities to ensure successful adoption of cloud capabilities. Ensures new features and services integrate seamlessly with the federal civilian agency’s enterprise cloud environment and mission operations.

Qualifications

Key Skills and Qualifications:


  • Bachelor's degree with 16+ years experience, Master's degree with 14+ years experience, or PhD with 10+ years experience. (degree required in Information Technology, Computer Science, Business Administration, Public Administration, Engineering, or a related field). 
  • Proven ability to lead cross functional teams and facilitate collaboration across government and contractor organizations.
  • Strong communication skills for briefing senior leadership, documenting decisions, and engaging diverse stakeholder groups.
  • Demonstrated experience managing cloud-based products or platforms within federal agencies or similarly regulated environments.
  • Strong understanding of cloud architectures, shared responsibility models, and cloud security frameworks.
  • Familiarity with AWS, Azure, or other FedRAMP authorized cloud environments.
  • Ability to interpret security controls, compliance requirements, and technical documentation to inform product decisions.
  • Experience working within federal IT governance structures, including ATO processes, continuous monitoring, and enterprise architecture reviews.
  • Understanding of the federal civilian agency mission, systems, and regulatory environment preferred. 

Certifications (one or more of the following):

  • Certified Scrum Product Owner (CSPO) or equivalent Agile certification
  • Project Management Professional (PMP) or PMI ACP
  • ITIL Foundation, Cloud certifications (AWS, Azure, or equivalent)
  • Security or compliance certifications (e.g., Security+, CCSP), etc.

 Clearance Requirements:

  • U.S. Citizenship required
  • Ability to obtain agency clearance (public trust)

 Preferred Qualifications:

  • Top Secret clearance preferred

Target Salary Range$146,000 - $234,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
