Overview

The Program Data and Outcomes Coordinator (PDOC) will report to the Assistant Chief Program Officer, with dotted-line reporting relationship to the Program Evaluation and Monitoring (PEM) Team’s Vice President of Data. The individual in this newly created position will coordinate the process of defining, collecting, and tracking program data that is relevant to the determination of performance effectiveness indicators (PEIs), and the achievement of contractually mandated outputs and depart/division-level outcomes. 

The PDOC will develop a working understanding of how programs operate and measure success, individually and in relation to one another, and will meet regularly with program leads to clarify how PEM support is accessed and leveraged, to strengthen the cross-program communication of data, and to improve the organization’s program data processes. Working with senior program leadership and PEM, the coordinator will also help to develop and implement qualitative & quantitative data-collection and integration frameworks, and support adoption of standards of practice. Ultimately, the PDOC will increase cross-program capacity to standardize and strengthen data collection and integration so that Rising Ground can better determine, ensure, and communicate the provision of high-quality services and the achievement of desired outcomes for the people that we support.

 Key Responsibilities

Facilitation of inter/intra department and division collaborative processes

Conduct cross-program discovery to map current data workflows, challenges, and priority indicators aligned with Rising Ground’s new strategic plan. 

  • Coordinate production of program-level and cross-program dashboards and narrative data products to support learning, resource allocation, and fundraising.
  • Facilitate cross-departmental feedback and review sessions with all four Sr Vice Presidents, the Vice President of Preventive and the Vice President of Enhanced Family Foster Care to refine and finalize, documents and statements. This includes shared values and assumptions statements, theories of change, strategic vision long-term outcomes, strategic vision, and core approaches and logical and results frameworks.
  • Collaborate with the appropriate departments to develop monitoring, process flow, and progress report procedures, and templates. 
  • Laisse with the PEM department and program leadership to ensure the quality and appropriateness data and promote data ownership and utilization.

Development and Coordination of data outcomes operations 

  • Support the development and tracking of PEIs at the individual program-level. and coordinate PEI processes between program leadership and PEM; this includes defining required data elements and feasible collection processes and timelines. 
  • Support the development of results frameworks that identify measurable indicators at the output and outcome levels.
  • Standardize and document data definitions and standards of practice; support training and adoption with program staff. 
  • Coordinate the development of organizational (aggregate) outcome and impact indicator tracking and reporting for internal stakeholders.
  • Codify and manage documents and statements including shared values, assumptions, theories of change, long-term outcomes, strategic vision, and core approaches, logical frameworks and results frameworks)
  • Track and report performance effectiveness and outcome indicator data that aligns with supports the organization’s strategic plan accomplishments.
  • Identify and manage work groups tasked with specific actions, related initiative deadlines, and accountability.
  • Analyze and assess programs based on data collected and implement corrective measures if required.

Required Qualifications

  • Master’s degree or equivalent preferred, plus five years' experience working in a human services organization. Program design, management, and/or implementation experience is preferred.
  • Comprehensive working knowledge in program planning, budgeting, programmatic regulations and requirements, and current best practices in one or more program areas. 
  • Experience in project management and the ability to develop and maintain dashboards.
  • Experience in data-driven evaluations and the organization and analysis of quantitative and qualitative data and outcome.

Position Type/Expected Hours of Work

This is a full- time position. Days and hours of work are Monday through Friday, at the 1333 Broadway office in Manhattan. Work hours options are 9:00 am - 5:00 pm.
