The Research & Public Information (PI) Business Line CIO serves as the senior IT executive accountable for all aspects of technology delivery for these two critical Federal Reserve System business lines, which serve as the public's primary entry points into the Federal Reserve and are essential for trust, transparency, and public confidence. This executive, reporting to the System CIO, oversees enterprise-level technology across all 12 Districts, implementing and maintaining state-of-the-art high-performance computing environments that enable high-quality academic research, expert policy advice and analysis critical to the monetary policy mission, and collaboration with external colleagues in academia, while also providing clear messaging and tools to translate complex economic concepts into plain language, combat misinformation, and strengthen public confidence in the Fed's independence and integrity.
Critical to success is the ability to serve as a strategic communicator, trusted advisor, and consensus-builder who partners closely with business leaders to ensure technological initiatives directly align with and enable business strategies and goals. The leader must skillfully build alignment across organizational boundaries, convene productive dialogue among stakeholders, and bring business partners along on the technology journey—translating proposed paths into clear, actionable outcomes that foster organic buy-in and ensure successful adoption of technological solutions. This role requires balancing enterprise standardization with nimble, entrepreneurial approaches while representing technology interests on business committees and serving as a liaison between System IT and local Reserve Bank leadership within a matrixed organization.
Strategy: Develop and align technology delivery strategies to support business line objectives, ensuring agility, flexibility, efficiency, and quality while maintaining consistency with System IT strategic plans. Implement the principle of "common where possible, unique where necessary" to nimbly support unique business needs while tracking performance through metrics.
Relationship Management: Serve as the primary IT executive responsible for the Research/PI technology portfolio, managing strong relationships with senior leaders and stakeholders. Act as the strategic technology advisor to Public Information Officers and Research Directors, particularly for time-sensitive, high-stakes outputs. Collaborate with System IT leadership and coordinate with external service providers to ensure aligned end-to-end solutions.
Architecture: Drive a comprehensive enterprise architecture that (1) enables novel research methodologies and frontier research computing capabilities; (2) supports public-facing digital engagement through modern web systems, data visualization, CRM, social media, and video services; (3) is highly adaptable to emerging technologies such as AI, machine learning, and advanced analytics; (4) achieves cost efficiency; and (5) facilitates business-aligned risk management. Partner with business line leaders to balance common solutioning with customization to enable frontier research and accessible public communications.
Budget: Manage the Research/PI IT budget in collaboration with business stakeholders and the System IT CFO. Maintain a comprehensive view of IT investments to facilitate strategic decision-making and identify opportunities to rationalize technologies for long-term efficiency. Develop pricing strategies to balance cutting-edge research experimentation, public-facing digital platforms, and budget stewardship.
Talent Management: Build a high-performing IT workforce through strategic talent decisions and HR partnership. Foster a service-oriented culture that values both scholarly independence and policy urgency; emphasizes engagement of staff closest to the work and empowers their decision-making; and supports creativity and innovation. Support talent mobility, career development, and succession planning.
Risk Management and Information Security: Maintain secure and reliable IT solutions by partnering with Research and PI stakeholders, the System CISO, SIO, and Data Governance leadership on implementing security standards and policies that align with business requirements and ensure compliance. Develop innovative strategies to facilitate external collaboration while anticipating and mitigating reputational risks. Develop best-in-class applications to share data and information with the public.
Research & Academic Technology Enablement: Lead development of advanced research computing, high-performance computing (HPC), data science platforms, and both secure and externally collaborative data environments. Keep the research computing environment at the frontier and competitive with best-in-class academic and research organizations. Partner with faculty and research centers to drive access to frontier technologies. Facilitate collaboration tools supporting interdisciplinary and international research partnerships. Support digital publication platforms, multimedia dissemination, and rapid-turnaround policy products.
Qualifications
10+ years senior executive experience (GVP, SVP, EVP or equivalent) leading large organizations, with executive presence to build confidence and strong stakeholder relationships
Bachelor's degree in related discipline or equivalent experience; advanced degree preferred
Significant relevant experience in the Research and/or Public Information domains, including deep understanding of mission objectives, service delivery models, stakeholder relationships, and technological infrastructure
Considerable experience with external website development and operation, including sites focused on large, public audiences, with demonstrated track record of improving user experience and modernizing front and back-end operations
Experience with operation and optimization of CRMs and data-driven communications platforms
Significant experience in research environments such as academia or research-focused organizations (e.g., National Labs), with understanding of high-performance computing and research data platforms
Deep technical expertise in designing and operating complex solutions with modern approaches, complemented by proactive awareness of emerging IT industry trends, especially in research and public communications environments
Deep understanding of the Federal Reserve's public service mission and ability to position IT as a strategic enabler of financial stability, resilience, and public trust
Strategic direction-setting capabilities with demonstrated ability to deliver on established goals
Visionary, business-focused technology leader with strong product management expertise and user-centric mindset
Exceptional interpersonal and collaborative leadership skills balanced with decisive action when required; proven ability to communicate with diverse stakeholder groups and drive partnership behaviors
Skilled at navigating multi-layered governance and decentralized decision-making; proven ability to manage competing priorities and ambiguity across federated business lines
Demonstrated commitment to public service and evidence of collaborative, inclusive leadership style with ability to lead through influence and empowerment
This position requires physical residency and employment in a district aligned with the portfolio’s IT and business needs. Preferred locations for this role are any Reserve Bank head office location, as determined by the System CIO in consultation with the portfolio business line leadership. Candidates whose current location would require relocation will be notified before beginning the formal interview process.

The hiring range for this position is $280,100 - $385,100 annually.
Salary range reflects Richmond, VA, for candidates located near other Federal Reserve Bank locations, the listed hiring and salary ranges may be adjusted based on your geographic location.
The salary offered to the successful candidate will be based on the job responsibilities and the individual’s knowledge, skills, and experience, as defined in the job qualifications.
