Who You Are

You are a collaborative, analytical senior environmental planning professional with extensive experience applying the National Environmental Policy Act (NEPA) to complex federal actions. You combine strong regulatory knowledge, analytical judgment, project leadership, and clear writing to develop legally and technically defensible environmental review documents. You are effective at guiding federal customers, multidisciplinary teams, cooperating agencies, regulators, and stakeholders through planning, impact analysis, public involvement, and decision-making processes.

What You'll Do

• Lead the preparation of NEPA documentation and reviews for proposed federal actions, including Environmental Assessments (EAs), Environmental Impact Statements (EISs), Categorical Exclusion (CATEX) documentation, supplemental analyses, and other agency-specific environmental planning documents.
• Advise federal customers on NEPA strategy, level of review, scope, schedule, risk, agency procedures, documentation requirements, and integration with project planning and decision milestones.
• Lead or participate in project site visits and kick-off meetings with Customers, other Versar team members, subconsultants, and other Government personnel and contractor staff. 
• Develop and review purpose and need statements, proposed action descriptions, reasonable alternatives, affected-environment analyses, environmental consequences, cumulative-effects analyses, mitigation commitments, and decision documents.
• Manage interdisciplinary technical studies addressing resources such as air quality, water resources, wetlands, biological resources, cultural resources, land use, hazardous materials, noise, transportation, environmental justice, socioeconomics, climate, and infrastructure.
• Coordinate compliance and consultation activities associated with other applicable environmental and historic-preservation requirements, in collaboration with qualified technical specialists and agency counsel.
• Prepare notices, scoping materials, public meeting content, agency correspondence, administrative-record materials, responses to comments, Findings of No Significant Impact (FONSIs), and Records of Decision (RODs).
• Plan and facilitate technical workshops, public meetings, cooperating-agency meetings, tribal engagement support, and stakeholder coordination activities.
• Lead quality-control reviews to ensure documents are clear, internally consistent, technically supported, traceable to source information, and aligned with applicable agency procedures and project requirements.
• Maintain decision, comment, commitment, consultation, and risk tracking tools and support development of complete, organized, and auditable project files and administrative records.
• Coordinate with federal program managers, legal counsel, engineers, scientists, planners, public-affairs personnel, contractors, regulators, state and local agencies, tribal representatives, and community stakeholders, as appropriate.
• Manage project scope, budget, schedule, staffing, subcontractors, deliverables, quality, and risks for assigned environmental planning projects and task orders.
• Identify schedule, technical, stakeholder, and litigation risks early and develop practical strategies that support informed and timely federal decision making.
• Mentor environmental planners and technical staff, establish document-development approaches, assign and integrate technical content, and promote consistent application of company and customer procedures.
• Prepare proposals, scopes of work, staffing plans, schedules, cost estimates, technical approaches, past-performance descriptions, and oral presentations for federal environmental planning opportunities.
• Conduct site visits and field reviews at federal facilities, installations, and project locations while complying with applicable safety, security, and information-handling requirements.

What You'll Bring

• Bachelor's degree in environmental planning, environmental science, natural or cultural resources, public policy, geography, engineering, or a related discipline. Master’s degree in one or more related fields is desirable. 
• Ten or more years of progressively responsible environmental planning and NEPA experience, including leadership of complex federal environmental reviews. Equivalent combinations of education and experience may be considered when consistent with contract requirements.
• Demonstrated experience preparing and managing EISs, EAs, CATEX documentation, FONSIs, RODs, and supporting technical studies.
• Experience supporting U.S. federal agencies, military departments, federal installations, infrastructure programs, or federally managed natural and built environments (required). 
• Thorough working knowledge of NEPA and experience applying federal agency NEPA regulations, procedures, guidance, and documentation practices.
• Working knowledge of related environmental review, permitting, consultation, and public-involvement requirements and the ability to coordinate effectively with qualified specialists and legal counsel.
• Demonstrated ability to develop clear purpose and need statements, alternatives analyses, impact assessments, mitigation commitments, responses to comments, and decision-support documents.
• Experience organizing interdisciplinary teams and integrating technical analyses into concise, consistent, and defensible environmental documents.
• Experience supporting agency coordination, public scoping, public meetings, stakeholder engagement, and responses to substantive comments.
• Demonstrated ability to manage scope, budget, schedule, quality, risk, subcontractors, and client expectations across multiple concurrent assignments. 
• Demonstrated ability to adhere to established internal and customer schedules and meet critical deadlines, recognizing that delays can disrupt regulatory reviews, stakeholder coordination, and project delivery.
• Exceptional technical writing, editing, facilitation, and presentation skills, including the ability to communicate complex environmental issues to federal decision makers and nontechnical audiences.
• Proficiency with Microsoft 365 applications. Experience with environmental document-management systems, comment-tracking tools, geographic information systems, data visualization, or project controls software is preferred. Experience or proficiency with geographic information systems (GIS) software is a plus. 
• Professional certification in environmental planning, project management, public involvement, or related discipline is preferred.
• Ability to travel to federal customer sites and work in office, field, public-meeting, construction, industrial, or installation environments as required by the assignment.
• Ability to obtain and maintain the federal background investigation, credential, site access, or security clearance required by the customer or contract.
• Must be proficient in English, both written and verbal, to ensure effective communication and collaboration.
• Successful completion of preemployment screenings, including a federal background check, motor vehicle record review, and drug screening, as applicable to the position.
• Compliance with the company drug and alcohol policy.
• Authorization to work in the United States by the successful candidate’s start date.

Compensation

Expected Salary: $115,000 - $150,000/year

Versar Global Solutions provides the compensation range and general description of other compensation and benefits that the Company in good faith believes it might pay and/or offer for this position based on the successful applicant’s education, experience, knowledge, skills, and abilities in addition to internal equity and geographic location. The Company reserves the right to ultimately pay more or less than the posted range and offer additional benefits and other compensation, depending on circumstances not related to an applicant’s status protected by local, state, or federal law.

Location Requirements

This position offers remote, hybrid, or office-based work options. Employees may be required to work at Versar offices, federal customer locations, installations, project sites, or other approved facilities, with travel of up to 25%.
