Seneca Holdings is seeking a Sr. Project Controls Analyst. The Senior Project Controls Analyst plays a critical role in supporting the successful delivery of projects by assisting in the planning, execution, and closure phases. The position is responsible for coordinating and monitoring project billings, purchase orders execution, and resource management; monitoring financial performance; and tracking project setup while ensuring alignment with defined requirements, scope, and objectives. The Senior Project Controls Analyst serves as a key liaison between stakeholders, providing regular updates and facilitating communication across all participants. They maintain detailed project documentation and track project performance to ensure internal standards are met. Additionally, the role involves managing risks, resolving issues, escalating concerns when necessary, and supporting the Project Manager in the day-to-day operations of the project. 

Responsibilities include, but are not limited to:

  • Prepare, organize, and submit comprehensive project setup documentation in accordance with internal guidelines and contract requirements. 
  • Maintain accurate and up-to-date project files, including setup forms, billing requests, customer invoices, and other relevant documentation to ensure audit readiness and operational efficiency. 
  • Generate and submit customer billing requests and monitor their status through completion. Review invoices for accuracy and secure appropriate internal approvals prior to submission. 
  • Assist in the preparation of Purchase Order (PO) requests with Project Manager. Review submissions for completeness, including verification of charge numbers and General Ledger (GL) account coding. 
  • Enter approved Purchase Orders into Costpoint and maintain accurate records of all modifications. 
  • Monitor outstanding commitments with vendors and subcontractors to ensure alignment with project budgets and timelines. 
  • Track, report, and analyze key project and cost data—including funding, revenue, billing, unbilled amounts, and open commitments—providing timely insights to stakeholders. 
  • Develop, maintain, and analyze detailed Estimates at Completion (EACs) for assigned projects, identifying trends, risks, and variances from original proposed budgets and forecasts. 
  • Participate in EAC review meetings with Project Managers and stakeholders to assess project performance, staffing requirements, and potential funding risks. 
  • Attend internal project kick-off meetings to gather necessary data for new contract setup and ensure accurate implementation of project setup. 
  • Prepare detailed Project Setup Forms based on contract awards, ensuring accurate configuration of employee and vendor workforce data, labor categories (LCATs), and billing rates. 
  • Execute special projects and additional responsibilities as assigned. 
  • Conduct all business activities in full compliance with Seneca’s policies, procedures, and ethical standards. 

 

Basic Qualifications:

  • Bachelor’s degree in accounting, finance or business disciplines and 5 years of experience is preferred (8 years of experience in a budgeting, finance, or project control related field in lieu of Bachelor's degree). 
  • Extensive experience in government contracting with a strong understanding of various contract types, including Firm Fixed Price (FFP), Time and Materials (T&M), and Cost Reimbursable agreements. 
  • Proven ability to manage and support large, complex contracts with multiple Contract Line Item Numbers (CLINs) and diverse revenue streams. 
  • In-depth knowledge of Estimate at Completion (EAC) development, including associated financial analysis processes and procedures. 
  • Demonstrated strength in analytical thinking and problem-solving, with a focus on identifying trends, risks, and cost efficiencies. 
  • Proficient in Microsoft Office Suite, with advanced expertise in Microsoft Excel for data analysis, reporting, and financial modeling. 
  • Exceptional written and verbal communication skills, with the ability to convey complex information clearly and concisely. 
  • Strong interpersonal skills, with the ability to collaborate effectively across departments and levels of the organization. 
  • Highly organized and detail-oriented, with a self-motivated approach and the ability to prioritize and manage multiple tasks in a fast-paced, dynamic environment. 
  • Hands-on experience with Deltek Costpoint and Business Intelligence (Cognos), for financial and data analysis. 

Physical Activities and Requirements:

  • Must be able to remain in a stationary position for extended periods of time.  
  • Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, computer printer, etc.  
  • Requires repetitive motion associated with heavy computer use.
