CLGT Solutions, LLC dba CLOVEHITCH is a Service-Disabled Veteran-Owned small mission-focused business that provides professional solutions in the areas of intelligence, financial management, linguistics and administrative functions.
CLOVEHITCH is seeking a Senior Software Programmer to sustain, modernize, and support a classified source-registry database capability, combining database programming and operations with rapid technical response, data digitization and archival, system maintenance, and coordination across DoD and interagency stakeholders.
Due to federal contract requirements, this position is restricted to U.S. citizens.
Supervisory Responsibilities:
- None. This position does not have supervisory responsibilities.
Principal Duties and Responsibilities:
- Program, operate, maintain, troubleshoot, and improve the Government’s existing database environment.
- Maintain, upgrade, replace, and modernize the source-registry database system as authorized by the Government.
- Maintain the records digitization and archival program, including controlled ingestion, retrieval, viewing, and export of digitized records.
- Support approved interoperability and modernization initiatives from DoD and the Office of the Under Secretary of Defense for Intelligence and Security.
- Provide responsive technical support to short-term contingency teams and continuity-of-operations activities when designated.
- Coordinate technical activities with military organizations, DoD components, and other Government agencies as directed.
- Work within existing Government-furnished systems, licenses, hosting, security controls, and change-management processes.
- Document maintenance activity, system status, incidents, risks, corrective actions, capacity, backup/restore status, and planned maintenance for required reporting.
- Protect classified and controlled information and promptly report security, system, data-integrity, or performance concerns through approved channels.
Required Experience, Skills and Abilities:
- At least five years of experience programming, operating, and maintaining databases.
- Demonstrated knowledge and hands-on background with IBM Watson, IBM Enterprise Name Search, Java/FusionCharts, Microsoft Power BI, Tableau, and Oracle.
- Ability to explain database sustainment, modernization, archival, continuity, and interoperability methods in a classified operational environment.
Education and Other Requirements:
- Bachelor’s degree in a relevant field, or equivalent education, training, and work experience that demonstrates the required technical competence.
- U.S. citizenship and ability to satisfy all clearance, SCI, polygraph, nondisclosure, training, and Government access requirements; must hold a final Top Secret clearance with SCI eligibility/access.
- Ability to work onsite in the Washington, DC National Capital Region during standard Government core business hours; this position does not support telework.
Preferred Qualifications:
- Current certifications or formal education in the named programming, analytics, visualization, search, and database technologies (IBM Watson, IBM Enterprise Name Search, Java/FusionCharts, Power BI, Tableau, Oracle).
- Experience supporting sensitive DoD or Intelligence Community mission systems and structured change-control processes.
- Experience creating measurable database-maintenance reports and briefing technical risk to Government stakeholders.
Physical Demands
Primarily sedentary work performed in an office environment; requires extended periods of sitting and computer use, occasional standing and walking, and the ability to lift and carry materials weighing up to 15 pounds.
Position Environment, Type & Hours of Work
Full-time position, contingent on executed award, authorization to proceed, and Government access approval. Work is performed onsite at Government facilities in the Washington, DC National Capital Region (no telework), during a standard 40-hour workweek within Government core business hours.
Travel
Minimal travel is expected (less than 10%), primarily local travel within the National Capital Region as required to support Government coordination.
