Job Description

In order to be considered for this position candidate must be serving permanently in the title of Transportation Specialist, or must have taken, passed, and be reachable on the Open Competitive Transportation Specialist Exam #3027.
The Division of Traffic Operations is seeking a candidate to perform responsible work on a variety of traffic signal timing and priority projects within the Signals Timing and Intersection Control Unit, with a strong focus on Vision Zero initiatives. Key projects include the 25 MPH Signal Retiming Program and the implementation of intersections with Leading Pedestrian Intervals (LPIs). The candidate will conduct studies and analyze the feasibility of installing left turn signals and LPIs at high crash locations and areas with significant turning conflicts.
Responsibilities include conducting field investigations and implementing timing changes to improve operational efficiency and safety for both vehicle and pedestrian traffic. The candidate will analyze proposed traffic studies using microscopic traffic simulation programs (e.g., Synchro) and perform traffic impact analyses to increase the capacity of arterial street networks. Additional duties include evaluating the operational impacts of dedicated bus and bike lanes along heavily trafficked corridors and recommending appropriate signal timing treatments.
The candidate will analyze, design, and modify signal timings for new traffic signals and support various in house, safety focused projects. Work will involve performing traffic engineering tasks of moderate difficulty in specialized areas such as traffic signal controls, signal timing, signal design, signal construction, and maintenance. The role requires conducting field surveys across all five boroughs, developing complex traffic simulation models, and supporting Transit Signal Priority (TSP) projects throughout New York City.
The candidate will also lead major traffic safety projects including Street Improvement Projects and Capital Projects by developing and implementing comprehensive traffic safety studies, designing innovative signal timing solutions, and managing cross functional teams to enhance roadway safety and efficiency. Effective collaboration on projects that optimize traffic flow and reduce congestion is essential.

Qualifications

1. A master's degree in transportation engineering, mathematics, urban planning, architecture, landscape architecture, urban studies, or related physical and social science fields; or
2. A baccalaureate degree in engineering from an accredited college and one year of full-time satisfactory experience performing technical work on roadway transportation and traffic studies and area-wide traffic programs; or
3. A baccalaureate degree from an accredited college and two years of full-time satisfactory experience as described in "2" above; or
4. An associate degree or completion of 60 semester credits from an accredited college and four years of full-time satisfactory experience as described in "2" above; or
5. A four-year high school diploma or its educational equivalent and six years of full-time satisfactory experience as described in "2" above.
SPECIAL NOTE:
In addition to meeting the minimum Qualification Requirements above:
To be assigned to Assignment Level II, the candidate must have an additional year of experience as described in the "Qualification Requirements" listed under "2" above.
To be assigned to Assignment Level III, the candidate must have an additional two years of experience as described in the "Qualification Requirements" listed under "2" above.
